Mombasa County

Mombasa County is seeking a dynamic and visionary leader to assume the role of Chief Executive Officer (CEO) for the Mombasa Investment Corporation. This is a re-advertisement for the position, offering a three-year contract term with the possibility of reappointment based on exceptional performance.

About the Role:

As the CEO, you will serve as the Accounting Officer of the Corporation, responsible for the day-to-day management and operations. You will be a driving force behind the execution of the organization’s vision, mission, and strategic objectives, providing coherent leadership and guiding the growth of private investments in the county.

Key Responsibilities:

Accounting and Operations Management

  • – Serve as the Accounting Officer in line with the PFM Act 2012, PFM Regulations 2015, and the Public Procurement and Asset Disposal Act 2015
  • – Oversee the day-to-day management and operations of the Corporation, with control over personnel and other activities
  • – Develop and recommend the Corporation’s annual operating budgets to the Board
  • – Monitor and control the Corporation’s performance and finances in accordance with Board-approved budgets
  • – Ensure compliance with all constitutional, statutory, local, and applicable international policies and regulations

Strategic Leadership

  • – Articulate and execute the Corporation’s vision, mission, and strategic intent
  • – Advise the County Government and stakeholders on accelerating private investment growth
  • – Guide the development of relevant policies and legislation for the investment sector
  • – Oversee the preparation and implementation of the Corporation’s strategic and annual work plans
  • – Foster a conducive corporate culture that promotes ethical practices and good governance

Stakeholder Management

  • – Ensure effective communication between management, the Board, and other stakeholders
  • – Act as the Corporation’s principal spokesperson, creating a positive corporate image
  • – Represent the Corporation in investment events and maintain strong industry connections

Organizational Development

  • – Provide leadership in the development and implementation of the Corporation’s programs, standards, systems, and procedures
  • – Maintain a work environment that attracts, retains, and motivates employees
  • – Direct the execution of risk management policies and frameworks to ensure accountability, risk management, and business continuity

Requirements:

Educational Qualifications

  • – Degree in economics, logistics, accounting, finance, or a related field from a recognized university
  • – Master’s degree (advantageous)
  • – Professional qualification and membership to a relevant professional body

Experience and Citizenship

  • – Minimum 7 years of senior management experience
  • – Kenyan citizenship
  • – Compliance with Chapter Six of the Constitution
