Deputy Director, ICT Business Applications & Innovation Job Description
The Deputy Director, ICT Business Applications & Innovation is responsible for strategic planning, development, implementation, and maintenance of innovative business application solutions. This role ensures alignment with HELB’s enterprise risk management framework and supports critical organizational strategies. Reporting to senior management, the officer leads ICT project teams, ensures high system availability, and safeguards data integrity across all enterprise applications. This position also drives innovation through disruptive technologies, promotes efficient workflows, and oversees training to enhance end-user adoption of ICT solutions.
Key Responsibilities
- Lead ICT software project teams to ensure timely delivery of systems that meet user requirements.
- Implement innovative and effective business applications to improve customer service delivery.
- Align ICT operations with Enterprise Risk Management frameworks to mitigate divisional and institutional risks.
- Formulate, interpret, and apply policies, procedures, and regulations for ICT business applications.
- Ensure uptime, security, and access control for the Enterprise Resource Planning (ERP) system.
- Drive business continuity management and disaster recovery initiatives within the division.
- Supervise software development, maintenance, and documentation to ensure quality standards and knowledge transfer.
- Implement change management protocols to minimize operational disruption.
- Develop divisional work plans, budgets, and prepare periodic reports.
- Mentor and coach staff to enhance performance and achieve organizational objectives.
- Oversee implementation of quality management systems and ISO procedures.
- Provide continuous training for end-users to maximize utilization of ICT solutions.
- Maintain divisional risk registers and manage compliance with ICT standards.
Required Qualifications
- 15 years of relevant work experience, including at least 3 years as Assistant Director, ICT or a comparable role.
- Bachelor’s degree in Information Technology, Computer Science, Business IT, Software Engineering, or related field from a recognized institution.
- Master’s degree in IT, Computer Science, Software Engineering, Project Management, or related discipline.
- Leadership course of at least four weeks from a recognized institution.
- At least three professional certifications such as CISM, CGEIT, CCNP, CCNA, MCSA, Prince2, PMP, or equivalent.
- Membership in a relevant professional body and in good standing where applicable.
- Valid practicing certificate, if applicable.
- Proven merit and performance in previous roles.
Preferred Qualifications
- Experience in ERP configuration, programming, data analytics, and database querying.
- Expertise in ICT standards such as ITIL, COBIT, and familiarity with Unix/Linux/Windows operating systems.
- Proficiency in data integration, warehousing, OLAP, business intelligence, and data mining.
- Experience with contact center technologies and information/network security.
- Strong interpersonal, communication, and emotional intelligence skills, with demonstrated leadership ability.
