Job Description

This Market Development Officer role is central to the Financial Markets Department’s mission of developing efficient, deep, and liquid domestic financial markets. The officer will work effectively as part of a high-performing team to deliver on key result areas, demonstrating core competencies through rigorous analysis, stakeholder engagement, and strategic support. Key Responsibilities

The successful candidate will be entrusted with a diverse portfolio of duties aimed at advancing the Department’s strategic objectives. These fresh positions demand a combination of analytical rigor and strategic communication.

  • Prepare draft proposals and business cases for Market Development initiatives to guide executive decision-making.
  • Contribute to and prepare comprehensive draft reports for divisional projects and ongoing activities.
  • Actively share ideas for new product development and the enhancement of existing offerings, participating in the design of approved changes.
  • Provide dedicated analytical and operational support to the Benchmark Bonds Program and the Infrastructure Bonds (IFBs) Program.
  • Represent the Section in high-level industry committees, including the Financial Sector Stability & Research subcommittee, the EAC Monetary Affairs Committee (MAC), FinTech forums, and the Bond Market Development Committee.
  • Research and propose informed opinions on policy reforms to strengthen the structure and efficiency of the government bond market.
  • Innovate and develop new financial products tailored to meet evolving investor preferences and market gaps.
  • Execute product development plans through systematic gathering, cleansing, and analysis of primary and secondary market research data.
  • Coordinate advertising, public relations, and marketing communications for financial products in close liaison with the Bank’s Communications Office.
  • Serve as a member of the CBK Editorial Board for the CBK E-Newsletter and other official publications.
  • Coordinate and formulate responses to technical enquiries from the public and media regarding Government securities market issues.
  • Actively participate, contribute, and meticulously record proceedings in delegate meetings for the Division.
  • Prepare detailed analytical reports on product expectations, market sizing, uptake metrics, and market share.
  • Apply critical thinking and a broad knowledge base to propose practical, research-backed solutions and potential courses of action to Management.
  • Prepare and submit both ad hoc and periodic performance and activity reports to the supervisor in a timely manner.
  • Undertake any other duties as assigned by the supervisor in line with the Department’s goals.

Required Qualifications

    • Public financial management and Domestic Debt Management frameworks.
    • Treasury bills, bonds, and other key Financial Market instruments.
    • All segments of financial markets: Money markets, Capital markets, and Derivatives.
    • Core analytical methods: Market analysis, Fundamental analysis, and Technical analysis.
    • Investment policies and their application.
    • Prevailing banking laws and financial regulations.
    • Central Banking Operations and protocols.

Preferred Qualifications
