Job Description
The Assistant Director, Human Resource and Administration will oversee all human resource management and administrative functions to ensure that KMA maintains an efficient, motivated, and high-performing workforce. The officer will lead policy formulation, implementation, and review of HR frameworks, ensuring compliance with public service regulations while promoting a progressive organizational culture.
This role involves managing recruitment, training, employee relations, compensation and benefits, performance management, and administrative operations including office management, transport logistics, and security coordination. The position requires a proactive leader with strong HR strategy skills and deep understanding of modern people management practices within the public sector.
Key Responsibilities
- Guide the formulation, interpretation, and periodic review of human resource management policies, standards, and procedures aligned with KMA’s strategic goals.
- Oversee the implementation of terms and conditions of service for all employees and ensure compliance with employment laws and public service guidelines.
- Manage staff recruitment, promotion, discipline, and capacity building to enhance employee performance and organizational productivity.
- Coordinate organizational development initiatives, job evaluations, and workforce planning to support effective succession management.
- Develop and manage employee welfare programs and incentive schemes that improve motivation and retention.
- Monitor the performance management system (PMS), ensuring timely target setting, appraisal, and feedback.
- Lead change management programs and promote best practices in HR and administration across departments.
- Coordinate and monitor staff training and development programs while evaluating their effectiveness in building organizational capacity.
- Oversee administrative functions such as office management, accommodation, logistics, transport, and asset management.
- Supervise records management, security operations, and compliance with safety and access control policies within the Authority.
- Maintain an updated asset register and ensure proper management of the Authority’s resources.
- Prepare and submit quarterly HR and administrative performance reports to senior management.
- Coordinate investigations of security incidents in liaison with law enforcement and relevant agencies.
- Ensure compliance with legal and insurance requirements for organizational assets, vehicles, and licenses.
Required Qualifications
- Bachelor’s degree in Human Resource Management, Business Administration, or a related field from a recognized institution.
- Certificate in Management Course or equivalent lasting not less than four (4) weeks.
- Minimum of three (3) years of relevant experience in HR management, administration, or organizational development.
- Membership in the Institute of Human Resource Management (IHRM) in good standing.
- Proficiency in computer applications and HR information systems (HRIS).
- Demonstrated ability to lead HR policy development, employee relations, and change management initiatives.
- Excellent communication, analytical, and interpersonal skills.
Preferred Qualifications
- Master’s degree in Human Resource Management, Business Administration, or Public Administration from a recognized university.
- Certification in strategic leadership, industrial relations, or organizational development.
- Proven experience in managing large teams and implementing HR reforms in the public sector.
- Experience in designing and implementing digital HR systems or e-governance platforms.

The position offers a competitive remuneration package that includes a basic salary ranging from Kshs. 170,500 to 373,500 per month, a house allowance of Kshs. 35,000, and a commuter allowance of Kshs. 20,000.
