Job Description
The Chief Executive Officer / Registrar provides overall leadership, governance oversight, and strategic direction for WRSC. This executive role ensures full implementation of the Warehouse Receipt System Act, oversees institutional operations, and drives policies and systems that support a structured, reliable, and efficient warehouse receipt framework. The holder of this position will guide national-level programs and regulatory functions that support commodity market efficiency, financial inclusion, and agricultural development.
The CEO/Registrar is tasked with strengthening service delivery, overseeing registration and licensing operations, managing compliance enforcement, and fostering cooperative relationships with sector stakeholders. Key Responsibilities
- Provide strategic leadership and oversight in formulating, implementing, reviewing, and interpreting WRS policies, procedures, guidelines, and standards.
- Ensure compliance with the Warehouse Receipt System Act (2019), Regulations (2021), Strategic Plan, and all applicable legal and governance requirements.
- Facilitate establishment, maintenance, and continuous improvement of the national warehouse receipt system for agricultural commodities.
- Oversee development and management of the central registry for warehouse receipt transactions.
- Promote a national network of licensed warehouses capable of issuing certified warehouse receipts.
- Coordinate professional and operational standards for collateral managers, graders, inspectors, weighers, and warehouse operators.
- Collaborate with partner agencies to strengthen commodity grading, weighing, and quality assurance systems.
- Monitor issuance, renewal, suspension, or revocation of licenses and registrations under the Act.
- Lead development and review of guidelines on fees and charges associated with examinations, inspections, licensing, and registrations.
- Coordinate dispute resolution mechanisms and advise on regulatory instruments required to maintain market integrity.
- Publish licensed and suspended operators in the Kenya Gazette and on the official WRSC website.
- Strengthen multi-stakeholder engagement to enhance structured commodity trading in Kenya.
- Appoint, supervise, and gazette warehouse receipt system inspectors.
- Enhance WRSC visibility, positioning it as a leading institution for agricultural regulatory jobs in Nairobi and structured commodity system jobs in Nairobi.
Required Qualifications
- Minimum fifteen (15) years of cumulative professional experience, with at least five (5) years at a senior management level.
- Bachelor’s degree in Agriculture, Agricultural Economics, Agribusiness, Food Science & Technology, Agricultural Engineering, Economics, Business Administration, Finance, Commerce, Marketing, or an equivalent field.
- Master’s degree in any of the above disciplines.
- Leadership certificate from a recognized training institution.
- Membership in a relevant professional body, where applicable.
- Professional qualification and valid practicing license, where applicable.
- Proficiency in computer applications.
- Demonstrated experience in public administration, strategic leadership, or regulatory governance.
- Compliance with Chapter Six of the Constitution of Kenya.
Preferred Qualifications
- Experience in regulatory agencies, commodity trading, or agricultural sector governance.
- Expertise in policy development, institutional leadership, or program implementation.
