Job Description
The Compliance Officer supports NACADA’s mandate by collecting, analyzing, and disseminating alcohol and drug abuse data, assisting in standards development and licensing, monitoring compliance, and supporting enforcement activities. This role also contributes to research, policy formulation, public advocacy, and capacity development programs aimed at reducing alcohol and drug-related harm.
As part of Kenya’s regulatory compliance jobs landscape, the position works closely with County Coordinators and multidisciplinary teams to ensure manufacturers, importers, distributors, sellers, and rehabilitation facilities comply with national laws, standards, and guidelines.
Key Responsibilities
Research, Data, and Policy Support
- Prepare and analyze raw data for research papers, policy briefs, and technical reports.
- Identify research gaps and emerging trends in alcohol and drug abuse.
- Collect and analyze alcohol and drug-related data to meet NACADA reporting obligations.
- Support research on alcohol consumption levels, substance abuse patterns, and related mortality.
- Generate research intelligence to inform national and county-level decision-making.
- Assist in drafting policy briefs and supporting national policy implementation.
Standards, Licensing, and Rehabilitation Oversight
- Assist in developing, reviewing, and implementing standards and guidelines.
- Maintain and update licensing control systems and regulatory databases.
- Support inspection, accreditation, and licensing of rehabilitation facilities.
- Assist in issuing licenses to alcohol manufacturers, importers, exporters, distributors, and sellers.
- Maintain accurate records for licensed facilities and stakeholders.
Capacity Building and Advocacy
- Support implementation of capacity-building programs on demand and supply reduction.
- Conduct trainings related to alcohol and drug abuse prevention.
- Develop and review training and information materials.
- Participate in public advocacy and awareness campaigns nationwide.
Compliance, Enforcement, and Monitoring
- Carry out routine compliance checks on alcohol outlets and rehabilitation facilities.
- Capture compliance data and prepare enforcement and monitoring reports.
- Assist in investigations, prosecutions, and enforcement actions where applicable.
- Compile inspection findings and document complaints arising from compliance checks.
- Gather intelligence related to alcohol and drug abuse activities in Kenya.
Required Qualifications
- Bachelor’s degree in Economics, Statistics, Public Health, Biochemistry, Epidemiology, Community Health, Medical Sciences, or Library and Information Science.
- Computer literacy and ability to work with compliance and data management systems.
- Meets the requirements of Chapter Six of the Constitution of Kenya on Leadership and Integrity.
Preferred Qualifications
- Exposure to public sector enforcement or regulatory environments.
- Interest in alcohol and drug abuse regulation jobs and public health policy.
- Relevant training in compliance, monitoring, or research is an added advantage.
