Deputy Director, Legal Services Job Description

The Deputy Director, Legal Services provides strategic legal leadership, ensuring the Authority operates within statutory and regulatory frameworks. This role manages risk, oversees contract management, and delivers high-quality legal advice to safeguard KEMSA’s interests.

Reporting directly to the CEO, the position coordinates litigation, contract drafting, and corporate governance initiatives. Deputy Director legal services jobs in Nairobi are central to strengthening institutional efficiency and guiding organizational decision-making.

Key Responsibilities

  • Develop and implement policies, strategies, frameworks, and work plans for the Legal Services department.
  • Provide legal advice on contracts, statutes, subsidiary legislation, and regulatory compliance.
  • Oversee litigation management, liaising with external advocates to safeguard KEMSA’s interests.
  • Draft, review, and amend business transaction and contractual instruments as necessary.
  • Assess legal implications of agreements to protect the Authority’s assets, reputation, and interests.
  • Coordinate monitoring of ongoing litigation and advise management on dispute resolution.
  • Advise on risk mitigation strategies and ensure effective compliance with constitutional and regulatory laws.
  • Lead departmental strategic planning, budgeting, and performance contract implementation.
  • Manage, mentor, and develop legal staff while fostering a culture of ethics and professionalism.
  • Support Board governance, including induction, training, compliance, and preparation of board minutes and agendas.

Required Qualifications

  • Bachelor of Laws (LLB) from a recognized institution.
  • Master of Laws (LLM) from a recognized institution.
  • Postgraduate Diploma in Law from the Kenya School of Law.
  • Admitted Advocate of the High Court of Kenya with a valid practicing certificate.
  • Minimum of 15 years cumulative relevant work experience, including 3 years in management.
  • Certificate in a Leadership Course of at least 4 weeks from a recognized institution.
  • Membership of the Law Society of Kenya.
  • Proficiency in computer applications and demonstrated professional competence in legal and administrative functions.

Preferred Qualifications

  • Experience in public sector legal management or statutory institutions.
  • Proven expertise in corporate governance, compliance, and risk management.
  • Strong track record in contract negotiation, litigation oversight, and dispute resolution.
