Job Description
The Deputy Director of Public Prosecutions (DDPP) is a senior executive role responsible for providing prosecutorial, strategic, and administrative leadership within assigned regions, divisions, or departments. Officers at this level may be deployed as Regional Heads, Heads of Divisions, or Deputy Heads of Departments at the ODPP Headquarters.
The role involves exercising constitutional and legal prosecutorial powers on behalf of the Director of Public Prosecutions, leading complex and sensitive prosecutions, and coordinating multi-agency criminal justice initiatives. The DDPP plays a critical role in shaping prosecution policy, strengthening institutional performance, and ensuring effective delivery of prosecution services across the country.
Duties and Responsibilities
- Spearhead policy and strategic matters relating to assigned regions or divisions in liaison with Ministries, Departments, and Agencies (MDAs).
- Lead prosecutions before the Court of Appeal within assigned regions to enhance access to justice.
- Coordinate multi-agency task teams for effective administration of criminal justice.
- Provide executive leadership and supervision of County Offices to ensure effective prosecutions and service delivery.
- Oversee analysis of existing policies and decided cases to identify gaps and recommend policy reforms or amendments.
- Supervise and manage day-to-day operations of regions, divisions, or departments.
- Lead the design, development, and implementation of regional strategies, systems, plans, and policies.
- Exercise constitutional and legal prosecutorial powers on behalf of the Director of Public Prosecutions.
- Provide professional, technical, and managerial leadership to prosecutorial and support staff.
- Lead development, dissemination, and implementation of key prosecutorial instruments including the National Prosecution Policy and Code of Conduct & Ethics.
- Supervise and evaluate the performance of prosecuting counsel and support personnel.
- Represent the State in complex criminal prosecutions, appeals, judicial reviews, and constitutional petitions.
- Direct and guide prosecution counsel in pre-trial, in-trial, and post-trial strategies.
- Coordinate training and capacity building of prosecutors, paralegals, and support staff.
- Organize seminars, workshops, and conferences on topical criminological and prosecutorial issues.
- Oversee legal research, criminal file management, and provision of legal advice to government entities.
- Develop strategic partnerships with criminal justice stakeholders and oversight institutions.
- Coordinate collection, collation, and analysis of criminal justice statistical data.
Required Qualifications
- At least fifteen (15) years relevant experience from the date of admission as an Advocate of the High Court of Kenya; OR
- Service of at least three (3) years as a Senior Assistant Director of Public Prosecutions; OR
- Senior management experience in a comparable and relevant position in the public or private sector.
- Bachelor’s Degree in Law from a recognized institution.
- Postgraduate Diploma in Legal Studies from the Council of Legal Education.
- Admission as an Advocate of the High Court of Kenya.
- Current membership in good standing with the Law Society of Kenya.
- Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks.
- Compliance with Chapter Six (6) of the Constitution of Kenya, 2010.
Preferred Qualifications
- Master’s Degree in Law or other relevant discipline.
- Demonstrated experience in regional or national prosecutorial leadership.
- Proven ability to manage large teams and complex legal operations.
- Experience in policy development and multi-agency coordination.
Benefits and Compensation
The position is offered on permanent and pensionable terms with a competitive executive remuneration package.
- House Allowance: Kshs. 80,000 per month
- Commuter Allowance: Kshs. 24,000 per month
- Non-Practicing Allowance: Kshs. 40,000 per month
- Special Legal Allowance: Kshs. 55,000 per month
- Entertainment Allowance: Kshs. 65,000 per month
- Responsibility Allowance: Kshs. 12,000 per month
- Leave Allowance: Kshs. 10,000 per annum
- Robe Allowance: Kshs. 5,000 per annum
- Domestic Servant Allowance: Kshs. 15,600 per month
- Medical, Life & Accident Insurance: As per ODPP staff schemes
- Car Loan: Up to Kshs. 4 Million
