Director, ICAO Mission Job Description
The Director, ICAO Mission represents Kenya at the International Civil Aviation Organization, promoting the nation’s aviation interests and policies. This senior role requires close coordination with ICAO, the Kenya High Commission in Ottawa, and the Ministry of Roads and Transport to influence global aviation standards and practices.

Key Responsibilities
- Represent and advocate for Kenya’s interests at ICAO assemblies and technical committees.
- Develop and maintain collaborative relationships with ICAO and other member states.
- Provide technical leadership in the formulation of ICAO Standards and Recommended Practices (SARPs).
- Advise on the ratification and domestication of ICAO conventions and protocols.
- Secure technical and financial assistance, including training opportunities for Kenya.
- Ensure Kenya meets global civil aviation obligations, including budget contributions.
- Facilitate participation of Kenyan experts in ICAO panels, workgroups, and committees.
- Champion the interests of Kenya’s aviation sector in safety, security, and environmental matters.
- Coordinate the implementation of agreements and MOUs with ICAO.
- Prepare and implement work plans and budgets for the ICAO Mission office.
Required Qualifications
- At least 15 years of relevant work experience, including 5 years in senior management.
- Bachelor’s degree in Civil Aviation Management, Aeronautical Engineering, Electrical Engineering, Economics, Business Administration, Management, Law, or a related field.
- Master’s degree in a relevant discipline from a recognized university.
- Professional qualification in Piloting, Aviation Engineering, Air Traffic Control, or Aeronautical Information Management.
- Membership in a recognized professional body where applicable.
- Demonstrated understanding of the aviation industry and ICAO conventions.
- Proficiency in computer applications.
Preferred Qualifications
- Completion of a leadership course lasting at least four weeks from a recognized institution.
- Experience coordinating international aviation projects and delegations.
- Strong negotiation and advocacy skills at international forums.
