Job Description

The Legal Officer is responsible for overseeing legal matters, ensuring statutory and regulatory compliance, representing the University in legal proceedings, and providing governance guidance to the Council and University management. The Officer ensures the implementation of policies, procedures, and good governance practices.

Key Responsibilities

  • Represent the University in court and other tribunals.
  • Oversee development and implementation of legal services policies, strategies, procedures, and guidelines.
  • Provide guidance to the Council on job descriptions and governance matters.
  • Assist the Council in induction, training, work plans, evaluations, governance audits, and implementing the code of conduct and ethics.
  • Act as custodian of the University seal and account for its use.
  • Maintain conflict of interest and gift registers.
  • Ensure annual returns are filed with relevant authorities.
  • Oversee review, implementation, and compliance of legal policies, regulations, and procedures.
  • Provide legal opinion or advice on governance matters.
  • Authenticate documents issued to the University and handle conveyancing matters.
  • Facilitate legal research, witness preparation for pre-trial and hearings.
  • Maintain up-to-date records of gazetted matters relevant to the University.
  • Conduct periodic legal audits to ensure statutory and regulatory compliance.
  • Oversee review of laws, by-laws, and regulations affecting the University.
  • Manage litigation by liaising with external lawyers to ensure adequate representation.
  • Develop and implement departmental work plans, budget, performance contracts, and quality management processes.
  • Ensure compliance with good governance and code of ethics.
  • Perform other relevant duties as assigned by the supervisor.

Required Qualifications

  • Minimum nine (9) years’ cumulative relevant work experience, including three (3) years at Legal Officer II Grade 11 or equivalent.
  • Bachelor of Law (LLB) degree or equivalent from a recognized and accredited institution.
  • Post Graduate Diploma in Law from Kenya School of Law.
  • Admitted as an Advocate of the High Court of Kenya with a valid Practicing Certificate.
  • Registered as a member of the Law Society of Kenya in good standing.
  • Proficiency in relevant computer applications.
