Job Description

The Principal Accountant will provide leadership in financial control, accounting operations, financial reporting, budgeting, revenue management, and expenditure oversight. The role is responsible for ensuring compliance with regulatory standards, applying sound accounting principles, and supporting the Council’s mission through accurate, timely, and reliable financial operations. The officer will supervise key accounting processes, guide staff on accounting procedures, ensure accurate financial documentation, and coordinate both routine and strategic financial activities. Key Responsibilities

I. Accounting & Financial Control

  • Verify payment vouchers and committal documents in compliance with financial regulations.
  • Process payments, imprest, travel advances, and appropriation-in-aid returns.
  • Manage cash receipting, banking, balancing, and daily reconciliation of cash books.
  • Verify bank reconciliation statements, statutory deductions, and receipts of all monies payable to WRSC.
  • Prepare and maintain accurate prepayment, accrual, and provision schedules.
  • Validate personal and merchant claims in line with National Treasury guidelines.
  • Apply sound accounting principles and systems for managing finances, assets, revenue, expenditure, and costs.
  • Oversee accounting for special funds, program funds, and project-based financial activities.

II. Reporting & Budgeting

  • Monitor revenue collection and expenditures against approved budgets.
  • Analyze payments and perform financial data analysis to support accounting reports.
  • Prepare accurate financial statements and reports for WRSC.
  • Prioritize programs and activities to support results-based resource allocation.
  • Evaluate and scrutinize expenditure proposals.
  • Compile information required during the budget preparation process.
  • Process medium-term expenditure frameworks and revised budget estimates.
  • Monitor commitments on recurrent, development, and donor-funded expenditures.
  • Prepare budgets for recurrent and development votes.
  • Produce quarterly expenditure forecasts and financial reports.
  • Initiate proposals for additional funding or reallocation of resources.
  • Ensure timely disbursement of funds and monitor expenditures on projects and programs.

Required Qualifications

  • Cumulative nine (9) years of service, including at least three (3) years at Senior Accountant level or equivalent.
  • Bachelor’s degree in Commerce (Accounting/Finance), Finance, Business Management (Accounting/Finance), or an equivalent field.
  • Certificate in Management Course from a recognized institution.
  • Certified Public Accountant Kenya (CPA-K) or equivalent qualification.
  • Member of ICPAK in good standing.
  • Proficiency in computer applications.
  • Demonstrated merit, ability, and consistent performance in previous roles.

Preferred Qualifications

  • Experience working in public sector financial management or regulatory institutions.
  • Strong knowledge of government budgeting processes and PFM regulations.
  • Experience managing donor-funded or project-based financial activities.
  • Ability to lead and mentor accounting teams.
