Procurement Agent Job Description

The Procurement Agent is responsible for a wide range of procurement and acquisition functions supporting a large and complex Mission. The role covers simplified acquisitions, supplier analysis, negotiation, contracting, and supply chain management using multiple acquisition mechanisms. The position works semi-independently with the Department of State, ICASS partner agencies, and other U.S. federal entities, under the supervision of the LE Staff Procurement Supervisor.

Key Responsibilities

  • Participate in acquisition planning meetings and support procurement strategy development.
  • Prepare and manage solicitation documents, including Requests for Proposals and Quotations.
  • Conduct supplier analysis, market research, and cost-benefit evaluations.
  • Perform pre-award activities such as drafting statements of work, independent government estimates, and source selection documentation.
  • Execute micro-purchases and simplified acquisitions in compliance with FAR and DOSAR regulations.
  • Post and publicize solicitations using approved electronic systems.
  • Administer post-award activities, including monitoring contractor performance and funding levels.
  • Prepare contract modifications and support corrective actions where required.
  • Assist with acquisition closeout activities for completed contracts and agreements.
  • Manage procurement documentation and administrative records accurately.
  • Operate as a Government Purchase Card holder within delegated authority.

Required Qualifications

  • Bachelor’s degree in Business Administration, Procurement, Supply Chain Management, Logistics Management, or Finance.
  • Minimum of three years of progressively responsible experience in procurement, contracting, acquisition, or logistics management.
  • English language proficiency at Level 4, including written and spoken communication.
  • Kiswahili proficiency at Level 3 with good working knowledge.
  • Ability to obtain and maintain a Public Trust security clearance.

Preferred Qualifications

  • Experience working with government procurement systems and regulated acquisition environments.
  • Knowledge of contract administration, supplier negotiations, and compliance monitoring.
  • Strong organizational skills and attention to detail.
  • Ability to build effective working relationships with internal and external stakeholders.
  • Demonstrated ability to follow procedural guidance and regulatory frameworks.
