Job Purpose

The Regional Analysis & Evidence Specialist strengthens the ICRC’s ability to deliver evidence-based humanitarian responses by applying rigorous qualitative and quantitative methodologies. The role supports context analysis, needs assessments, monitoring, and evaluation to guide strategic decisions and resource allocation across complex operational environments.

Key Responsibilities

Strategy & Regional Leadership

  • Develop and implement Analysis & Evidence (A&E) strategies at regional level.
  • Support contextualization of thematic priorities across Africa delegations.
  • Align regional initiatives with institutional A&E frameworks.

Data Analysis & Monitoring

  • Develop and maintain regional situation monitoring systems.
  • Analyze trends, operational risks, and humanitarian needs.
  • Support surveys, assessments, and digital data collection processes.

Advisory & Technical Support

  • Provide strategic briefings and technical advice to management and field teams.
  • Support delegations with limited A&E capacity through training and mentorship.
  • Guide integration of evidence into program design and implementation.

Systems & Tools Development

  • Develop guidelines, tools, and training modules for A&E teams.
  • Oversee development and testing of new analytical methods.
  • Promote best practices and lessons learned across the region.

Coordination & Representation

  • Maintain regional A&E networks for collaboration and knowledge sharing.
  • Represent ICRC in external forums and stakeholder engagements.
  • Map and engage key data and research partners.

Learning & Evaluation

  • Promote internal evaluations and program reviews.
  • Ensure follow-up on evaluation recommendations.
  • Support outcome measurement and monitoring frameworks.

Required Qualifications

  • Advanced degree in Statistics, Data Science, Computer Science, GIS, or related field.

Work Experience

  • Minimum 8 years’ experience in data analysis, monitoring, and evaluation.
  • Experience in humanitarian or development contexts is highly desirable.
  • Field experience supporting surveys and assessments.

Technical Skills

  • Strong data analysis skills using Power BI and Tableau.
  • Experience with SQL for data management.
  • Knowledge of R and/or Python for statistical analysis.
  • Experience with digital data collection tools (Survey123, MS Forms, Device Magic).
  • Monitoring and evaluation frameworks and methodologies.

Language Requirements

  • Excellent command of English.
  • Knowledge of French or another international language is a strong advantage.
