Security Investigator (OBO) Job Description

The Security Investigator supports the OBO Site Security Manager in all construction-related security activities. The incumbent conducts thorough investigations of contractors and Locally Employed Staff, monitors security incidents, coordinates with local authorities, and maintains essential investigative records. This role requires independent judgment, strong interpersonal skills, and the ability to evaluate complex situations affecting project security. Key Responsibilities

  • Conduct background investigations for contractors and locally employed staff, including verification of education, employment history, and references, and assess suitability for employment with the Mission.
  • Prepare investigative reports and provide security briefings and presentations to project stakeholders.
  • Liaise with local police, security organizations, U.S. Embassy security officials, and contractors to coordinate responses to incidents and maintain project security.
  • Supervise day-to-day operations of the Local Guard Force, ensuring training, compliance, and proper use of equipment.
  • Manage administrative functions, including maintaining investigation files, access logs, supply records, and screening communications related to security operations.
  • Assist with loss prevention and criminal investigations, preparing reports and documentation as directed by the Site Security Manager or RSO.
  • Operate government vehicles and translate documents as necessary to support security operations.

Required Qualifications

  • Two years of post-secondary education.
  • Minimum of three years’ experience in investigative work or security operations with police, private security organizations, or government entities.
  • Good knowledge of host country legal systems, criminal law, and security standards.
  • Proficiency in English (speaking, reading, writing) and Kiswahili (fluent), including translation ability.
  • Strong computer skills in Word, Outlook, Excel, and PowerPoint, with the ability to draft concise reports and letters of inquiry.
  • Excellent interpersonal and analytical skills to evaluate employee or contractor suitability and maintain effective contacts with local authorities.

Preferred Qualifications

  • Experience coordinating security operations for large construction projects or multi-agency environments.
  • Familiarity with U.S. government security policies and investigative procedures.
  • Proven ability to manage multiple responsibilities, maintain confidentiality, and operate independently under minimal supervision.
