Job Description

The Senior Accountant, Grade AD 13, will play a key role in overseeing financial management, accounting systems, and compliance with public sector and donor regulations. The position involves interpreting government financial policies, coordinating accounting procedures, and ensuring accurate financial reporting.

This role is suited for candidates seeking senior higher education finance careers with responsibility for institutional financial controls, audit coordination, and strategic financial planning within a public university environment.

Key Responsibilities

  • Interpreting, advising on, and coordinating the implementation of government financial regulations, policies, and procedures.
  • Spearheading the formulation, implementation, and review of financial management and accounting procedures.
  • Overseeing the preparation of annual financial statements.
  • Ensuring compliance with public sector, donor, and statutory financial reporting guidelines.
  • Overseeing the preparation, review, and implementation of financial manuals and procedures.
  • Authorizing payments in accordance with approved financial policies.
  • Ensuring compliance with approved expenditure limits and budgetary controls.
  • Reviewing the application of accounting standards, systems, and internal controls.
  • Monitoring and ensuring timely preparation of management and statutory financial reports.
  • Instituting and strengthening accounting and internal control procedures.
  • Formulating and updating financial management procedures.
  • Ensuring all donor and government grants are properly accounted for.
  • Preparing, planning, and coordinating external audit exercises.
  • Approving, correcting, and validating journal entries prepared by accountants.

Required Qualifications

  • Master’s degree in Business Administration (Finance or Accounting option) or an equivalent qualification from a recognized institution.
  • Bachelor’s degree in Commerce (Accounting or Finance option), Business Administration (Accounting or Finance option), or an equivalent qualification from a recognized institution.
  • At least three (3) years of service as Accountant I, Grade AD 12, or in a comparable position.
  • Passed CPA III or ACCA III from a recognized institution.
  • Membership in a recognized professional accounting body in good standing.
  • Demonstrated merit, integrity, and ability as reflected in work performance and results.

Preferred Qualifications

  • Certificate in Senior Management Course lasting not less than four (4) weeks.
  • Experience working in public sector or higher education financial environments.
  • Exposure to donor-funded projects and grant financial management.
  • Strong knowledge of public financial management laws and regulations.
