About Warehouse Receipt System Council (WRSC)
The Warehouse Receipt System Council (WRSC) is a State Corporation established under the Warehouse Receipt System Act No. 8 of 2019. The Council is mandated to regulate, develop, and oversee the national Warehouse Receipt System, which promotes transparency, market efficiency, and secure commodity transactions. WRSC supports farmers, traders, financial institutions, and warehouse operators by ensuring standardized storage, safe commodity handling, and trusted warehouse receipt processes across Kenya.
WRSC is committed to excellence in service delivery, institutional governance, and operational integrity. The Senior Office Administrator will be instrumental in maintaining high standards of coordination, documentation, communication management, and administrative protocol across the Council.
Key Duties and Responsibilities
Overview of Functions
- Managing the day-to-day operations of the office, ensuring smooth workflow, timely communication, and effective internal coordination.
- Taking oral dictation and preparing high-quality correspondence, briefs, minutes, and communication materials.
- Using e-office systems to research, process, file, and retrieve data, documents, and communication records.
- Operating office equipment and ensuring proper maintenance, availability, and safe usage by staff.
- Attending to visitors, stakeholders, and clients, ensuring a professional and efficient customer experience.
- Handling telephone calls, responding to inquiries, and directing communication to appropriate offices.
- Managing customer inquiries and complaints, ensuring timely follow-up and resolution.
- Coordinating schedules for internal and external meetings, appointments, events, and executive engagements.
- Coordinating travel arrangements for staff, including transport planning, accommodations, and itinerary approvals.
- Ensuring security, integrity, and confidentiality of office documents, files, and classified materials.
- Establishing and monitoring office procedures for record-keeping, correspondence tracking, and file movement control.
- Maintaining an up-to-date physical and digital filing system that supports transparency and accountability.
- Preparing responses to routine correspondence and drafting official communication for review and approval.
- Managing office protocol and etiquette, ensuring adherence to organizational communication standards.
- Overseeing administrative support staff and ensuring compliance with WRSC administrative policies.
- Implementing office work standards, administrative guidelines, and workflow improvement initiatives.
- Supporting HR and administrative functions by coordinating interviews, staff meetings, and documentation processes.
- Maintaining inventory of office supplies, coordinating procurement requests, and tracking resource utilization.
Person Specifications
- Served for a cumulative six (6) years, three (3) of which must have been at the grade of Office Administrator I or equivalent in a comparable institution.
- Bachelor’s degree in Secretarial Studies, Business and Office Management, or an equivalent qualification.
- Professional qualification and membership to a relevant professional body in good standing, where applicable.
- Supervisory Management Course from a recognized institution.
- Proficiency in computer applications, including MS Office Suite and office management software.
- Demonstrated administrative competence, communication skills, and professional integrity.
