Job Description

The Senior Supply Chain Management Officer III, Grade AD 11, will be responsible for supporting efficient procurement, logistics, and stores management operations in compliance with public sector regulations. The role involves preparation of tender documents, participation in evaluation processes, and coordination of procurement committee activities.

Key Responsibilities

• Preparing tender and procurement documents in line with applicable laws and regulations.
• Providing secretariat services to tender opening and technical evaluation committees.
• Preparing periodic procurement and supply chain management reports.
• Participating in technical and financial evaluation of tenders and quotations.
• Providing secretariat services to procurement and disposal committees.
• Handling procurement-related queries from internal and external stakeholders.
• Implementing and ensuring compliance with approved Procurement Manuals.
• Ensuring safe custody, proper storage, and accountability of stores and inventory.
• Conducting market research and surveys on goods, works, and services.
• Providing technical input in the preparation of specifications and procurement plans.
• Coordinating the disposal of unserviceable, obsolete, and surplus stores and equipment.
• Issuing stores and materials to authorized users in accordance with procedures.

Required Qualifications

• Master’s degree in Procurement and Supply Chain Management, Purchasing and Supplies Management, Supply Chain Management, Procurement and Contract Management, Logistics and Supply Chain Management, Procurement and Logistics Management, or an equivalent qualification from a recognized institution, with at least three (3) years of relevant work experience; OR
• Bachelor’s degree in Procurement and Supply Chain Management, Purchasing and Supplies Management, Supply Chain Management, Procurement and Contract Management, Logistics and Supply Chain Management, Procurement and Logistics Management, or an equivalent qualification from a recognized institution.
• At least three (3) years of service as Supply Chain Management Officer I, Grade 10, or in a comparable position.
• Membership in the Institute of Purchasing and Supplies or another recognized professional body.
• Certificate in Computer Applications from a recognized institution.
• Demonstrated merit, integrity, and ability as reflected in work performance and results.

Preferred Qualifications

• Experience working within public sector or higher education procurement environments.
• Strong knowledge of public procurement laws, regulations, and compliance frameworks.
• Hands-on experience in inventory management and stores control systems.
