Job Description: Role and Impact

The Supply Chain Management Officer I position involves supporting the procurement function through planning, tendering, and contract management activities. Duties and Responsibilities

Procurement Planning and Coordination

  • Assist in the preparation, implementation, and monitoring of the annual procurement and disposal plan
  • Consolidate departmental procurement needs and align them with approved budgets and operational requirements
  • Participate in market research and analysis to support accurate cost estimates and procurement strategies
  • Analyze procurement requirements and recommend appropriate procurement methods
  • Coordinate with user departments to clarify specifications and procurement requirements

Tender Process Management

  • Prepare and issue procurement and tender documents through the Electronic Government Procurement (eGP) system
  • Receive, record, and securely store bids, quotations, and proposals submitted by suppliers
  • Participate in the opening of tenders and quotations in compliance with procurement regulations
  • Assist in the evaluation of quotations, tenders, and proposals against established criteria
  • Draft comprehensive tender evaluation reports and procurement recommendations for committee review

Contract Management and Administration

  • Assist in the preparation of contracts, purchase orders, and other procurement documentation
  • Monitor contract implementation to ensure timely delivery of goods, works, and services
  • Track contract performance and compliance with terms and conditions
  • Maintain proper procurement records and documentation for audit purposes
  • Assist in resolving supplier performance issues and contract disputes

Compliance and Reporting

  • Ensure all procurement activities comply with the Public Procurement and Asset Disposal Act and related regulations
  • Prepare regular procurement status reports and updates for management
  • Assist in maintaining the supplier database and conducting supplier prequalification exercises
  • Support procurement audit processes by providing required documentation and information
  • Stay updated on changes in procurement laws, regulations, and best practices

Stakeholder Engagement and Support

  • Provide procurement guidance and support to user departments within the Commission
  • Liaise with suppliers and contractors on procurement matters and requirements
