The Indian technical and economic cooperation programme was established on 15th September 1964 that is fully funded by the Government of India. The scheme was set up with the belief that both economic and technical cooperation are important pillars of an integrated foreign policy. A total of 161 countries from Africa, Asia, Latin America, East Europe, Pacific region, including some island countries, are invited to share the development and growth experience India has acquired over the years. The programme is regulated by the Ministry of External Affairs, and various expenses like accommodation, tuition fees, airfare (international), and a living allowance for selected candidates are borne by the government.
