Job Description

The Assistant Manager, Business Projects Portfolio position represents a critical leadership role within KRA’s project management structure. This position is strategically designed to oversee and manage business projects that drive organizational transformation, enhance taxpayer services, and support KRA’s mission of efficient revenue collection. The role holder will work at the intersection of strategic planning, project execution, and stakeholder management, ensuring that all initiatives align with KRA’s modernization goals and regulatory compliance requirements.

This position offers the opportunity to lead cross-functional teams, manage complex project portfolios, and contribute to the development of best practices in project governance. Key Responsibilities

The Assistant Manager, Business Projects Portfolio will undertake a comprehensive range of duties that span strategic alignment, operational excellence, and team leadership:

Strategic Project Alignment and Governance

  • Ensure all business projects align with KRA’s strategic goals, modernization initiatives, and long-term organizational vision
  • Develop, implement, and continuously improve best practices for project delivery, governance frameworks, and quality standards
  • Ensure strict adherence to project governance frameworks, compliance standards, and regulatory requirements throughout project lifecycles
  • Monitor and evaluate project performance metrics, identifying opportunities for optimization and continuous improvement

Project Execution and Team Leadership

  • Provide strategic leadership in the planning, execution, and delivery of multiple concurrent business projects
  • Supervise and mentor project teams, ensuring effective resource allocation, role clarity, and professional development opportunities
  • Foster efficient cross-functional collaboration across departments to optimize project execution and break down organizational silos
  • Manage comprehensive business project lifecycles from initial planning and scoping through implementation, monitoring, and formal closure

Risk Management and Performance Monitoring

  • Monitor and report on project performance indicators, risk assessments, progress milestones, and deliverable quality to senior management and stakeholders
  • Implement proactive risk identification and mitigation strategies to ensure project success and minimize potential disruptions
  • Monitor project budgets meticulously, ensuring cost-effective resource utilization and optimal return on investment
  • Conduct regular project reviews and post-implementation evaluations to capture lessons learned and drive continuous improvement

Vendor and Stakeholder Management

  • Ensure robust vendor management practices and effective Service Level Agreement (SLA) monitoring and enforcement
  • Coordinate comprehensive change management initiatives and stakeholder training programs to facilitate technology adoption and process improvements
  • Build and maintain strong relationships with internal and external stakeholders, ensuring clear communication and expectation alignment
  • Facilitate stakeholder engagement throughout project lifecycles to ensure buy-in, address concerns, and maintain project momentum

Required Qualifications

Educational Requirements

  • Bachelor’s Degree in Project Management, Information Technology, Computing, Engineering, Commerce, or a closely related field from a recognized institution
  • Professional project management certification such as PMP (Project Management Professional), PRINCE2, ITIL, or equivalent relevant project management credentials

Professional Experience

  • Minimum of four (4) years of relevant work experience in project management, business analysis, or related fields
  • At least one (1) year of experience at a supervisory or team leadership level, demonstrating proven ability to manage teams and deliver results
  • Demonstrated experience in managing business projects from conception through implementation and closure

Core Competencies and Skills

  • Strong understanding of project management methodologies (Agile, Waterfall, Hybrid) and international best practices
  • Experience in IT infrastructure projects, digital transformation initiatives, and enterprise systems implementation
  • Strong analytical and problem-solving skills with ability to make data-driven decisions
  • Excellent stakeholder management and communication skills across all organizational levels
  • Demonstrated professionalism, ethical judgment, and personal integrity in all professional dealings
  • Strong organizational skills with ability to manage multiple priorities and meet deadlines
  • Resilience and adaptability in dynamic, fast-paced environments

Preferred Qualifications

  • Management course lasting not less than four (4) weeks from a recognized institution, focusing on leadership, change management, or organizational development
  • Active membership in a relevant professional body such as Project Management Institute (PMI), Kenya Institute of Management (KIM), or similar professional associations
  • Experience in government or public sector project management environments
  • Advanced certifications in Agile methodologies (CSM, SAFe), business analysis (CBAP), or IT service management (ITIL)
  • Demonstrated innovative thinking and ability to introduce creative solutions to complex challenges
  • Experience with revenue administration, tax systems, or financial management projects
