Deputy Director Human Resource Development Job Description – Human Resource Development Jobs in Nairobi

Reporting to the Director of Human Development and Employee Performance, the Deputy Director will establish, coordinate, and operationalize Human Resource Development (HRD) functions across the County Public Service. The successful candidate will provide strategic leadership in staff development, training, capacity building, and succession planning.

The role focuses on strengthening workforce capability through policy development, employee learning initiatives, and strategic human capital management. This position is ideal for professionals seeking senior human resource development jobs in Nairobi within the public sector.

Key Responsibilities

  • Coordinate County-wide training, staff development, and capacity-building programmes.
  • Prepare and manage sector training budgets to support workforce development initiatives.
  • Develop, interpret, and provide guidance on Human Resource Development policies and procedures.
  • Support the review, design, and implementation of Human Resource Development policies.
  • Communicate policy changes effectively across County sectors and departments.

Required Qualifications – Human Resource Development Careers in Kenya

  • Minimum of three (3) years’ experience as an Assistant Director Human Resource Development or in a comparable position.
  • Bachelor’s Degree in Human Resource Management or an equivalent qualification from a recognized institution.
  • Alternatively, a Bachelor’s Degree in Sociology, Public Administration, Business Administration, or a related field, plus a Diploma in Human Resource Management, Industrial Relations, Labour Relations, or an equivalent qualification.
  • Certified Human Resource Professional (CHRP-K) qualification.
  • Valid membership and practicing license from the Institute of Human Resource Management (IHRM).
  • Management course lasting at least four (4) weeks from a recognized institution and proficiency in computer applications.
