Deputy Director, Research and Planning Job Description

The Deputy Director will oversee research, planning, innovation, and performance management functions. The incumbent will lead continuous improvement initiatives, monitor strategic goals, and ensure alignment with government priorities.

Key Responsibilities

  • Coordinate and develop the Board’s Corporate Strategy and ensure timely implementation of strategic planning job opportunities.
  • Analyze key performance indicators to guide departmental plans, programs, and activities aligned with organizational mission and government priorities.
  • Oversee the Performance Contracting process and monitor execution of approved contracts.
  • Conduct continuous Monitoring and Evaluation (M&E) of strategies, providing course corrections and feedback to departments.
  • Align organizational budget planning with the strategic plan, ensuring effective resource allocation.
  • Coordinate periodic management strategy review meetings and assess departmental performance metrics.
  • Oversee M&E of all Board programs and projects, maintaining frameworks and reporting systems for monitoring and evaluation vacancies.
  • Develop, review, and maintain M&E frameworks, ensuring systematic performance evaluation and reporting.
  • Establish and coordinate mainstreaming of innovative culture, including creation and management of innovation labs and hubs for innovation job opportunities.
  • Develop and implement research strategies and annual research plans; plan, design, conduct research, surveys, and prepare reports for decision-making.
  • Manage development and review of policies, guidelines, procedures, and manuals in liaison with all departments.
  • Establish and maintain research partnerships locally and internationally, managing outsourced research initiatives.
  • Disseminate organizational policies, facilitate development of new products/services, and carry out environmental analysis on emerging business trends.
  • Oversee Board’s business intelligence systems and activities to support informed decision-making and business intelligence job opportunities.
  • Advise and coordinate implementation of business process re-engineering initiatives and maintain the Board’s Quality Management System through assurance programs.

Required Qualifications

  • Minimum fifteen (15) years cumulative relevant work experience, including three (3) years at the grade of Assistant Director, Research and Planning or equivalent.
  • Bachelor’s degree in Economics, Statistics, Mathematics with Economics, Strategic Management, Business Development, Development Studies, Business Administration, or equivalent from a recognized institution.
  • Master’s degree in the above fields or equivalent qualifications.
  • Leadership course lasting at least four (4) weeks from a recognized institution.
  • Membership in a relevant professional body in good standing where applicable.
  • Valid practicing certificate where applicable.
  • Certificate in computer applications.
  • Proven merit and ability reflected in work performance and results.
