Job Overview

The Deputy Director will oversee strategic procurement jobs, supply chain management positions, and logistics leadership roles within HELB. The officer will manage the development and execution of procurement and disposal strategies, ensuring alignment with the institution’s enterprise-wide risk management framework. Key Responsibilities

  • Oversee the development, implementation, and monitoring of procurement and disposal plans and budgets.
  • Review purchase requisitions against stock records and ensure cost-effective procurement.
  • Advise the Accounting Officer on procurement and disposal awards in compliance with the Public Procurement and Asset Disposal Act and Regulations.
  • Prepare and submit timely statutory returns and reports for audit and compliance purposes.
  • Develop tender documents, publish procurement opportunities, and spearhead the preparation of tender specifications and performance standards.
  • Lead procurement negotiations, manage supplier relationships, and monitor delivery quality of approved supplies.
  • Oversee disposal of obsolete equipment, machinery, and salvage goods, ensuring proper documentation and compliance.
  • Implement effective procurement management to optimize the supply of goods and services across all departments.
  • Provide secretarial services to the Tender Evaluation Committee and ensure accurate tender and disposal records.
  • Monitor adherence to procurement policies, streamline procedures, and mitigate procurement risks.
  • Oversee preparation of procurement, disposal, and logistics reports, highlighting cost implications to departments.
  • Manage development and monitoring of contracts, conduct quarterly and annual stock takes, and evaluate supplier performance.
  • Ensure safe custody of all procurement and disposal records and compliance with relevant ISO standards.
  • Oversee formulation of annual consolidated procurement and disposal plans, and communicate statutory decisions to bidders.
  • Continuously monitor requisitions, recommend disposal of obsolete items, and implement business process improvements for supply chain management careers and procurement leadership positions.

Required Qualifications

  • Minimum fifteen (15) years cumulative relevant work experience, including three (3) years as Assistant Director, Supply Chain Management or equivalent.
  • Bachelor’s degree in Supply Chain Management, Logistics and Supply Chain Management, Purchasing and Supplies Management, Procurement, Commerce (Supplies Management Option), Business Administration (Supplies Management Option), or equivalent.
  • Master’s degree in Supply Chain Management, Logistics and Supply Chain Management, Procurement, Business Administration (Supply Chain Option), Commerce (Supply Chain Option), or equivalent.
  • Leadership course certificate lasting at least four (4) weeks from a recognized institution.
  • Membership to Kenya Institute of Supplies Management (KISM) or relevant professional body in good standing.
  • Valid licensed Supplies Practitioner certification.
  • Certificate in computer applications.
  • Proven merit and ability demonstrated in work performance and results.
