Deputy Manager, Data Analytics/Data Steward Job Description

Reporting to the Senior Manager, Data Management and Data Governance, the Deputy Manager, Data Analytics/Data Steward serves as a subject matter expert responsible for managing research data assets across the Research Department. The role focuses on implementing data warehousing processes, enforcing data handling guidelines, tracking data quality, and resolving data-related issues to ensure accuracy, consistency, and availability of macroeconomic statistics.

This position works closely with research analysts, data compilers, database administrators, and other data professionals to support analytics, statistical reporting, and policy formulation at the Central Bank of Kenya.

Key Responsibilities

Strategic Responsibilities

  • Ensure all Research Department data is consolidated and maintained within a central enterprise data warehouse (EDW).
  • Support CBK’s strategic vision by promoting a data-driven culture anchored on accuracy, timeliness, accessibility, and reliability of data.

Technical and Operational Responsibilities

  • Maintain detailed knowledge of all research data, including data definitions, economic and statistical rules, metadata standards, data flows, documentation, and quality controls.
  • Coordinate with data compilers across Research Department units to ensure research datasets are updated accurately and on time within the EDW.
  • Monitor data quality metrics and design, implement, and track continuous data quality improvement initiatives.
  • Analyse data quality issues, identify root causes, and execute corrective actions that protect data integrity.
  • Collaborate with research analysts to identify data gaps, pain points, and analytical requirements, and propose practical data solutions.
  • Work closely with database administrators and other data management professionals to support analytics, reporting, and business intelligence solutions within the Department.

Other Responsibilities

  • Support compliance with CBK policies, processes, and internal controls, including staff performance management.
  • Contribute to cross-functional initiatives and the achievement of the Bank’s overall mandates and strategic objectives.
  • Mentor, coach, and mobilize teams to achieve divisional goals and strengthen data stewardship practices.
  • Support capacity-building initiatives within the Division.
  • Coordinate external collaboration and networking with relevant institutions and data providers.

Required Qualifications

  • Bachelor’s Degree in Economics, Mathematics, Statistics, or a related field from a recognised university.
  • Master’s Degree in Economics, Statistics, or a related discipline.

Preferred Qualifications

  • Formal training or exposure to macroeconomic statistics compilation and statistical reporting frameworks.
  • Experience working within public sector, central banking, or research institutions.

Work Experience

  • At least five (5) years’ experience in compilation and/or analysis of macroeconomic statistics.
  • Minimum of three (3) years’ experience working with relational databases and SQL.
  • Hands-on experience with business intelligence and reporting tools such as Oracle BI.
  • Experience working with providers of economic data.
  • Understanding of statistical reporting standards and practices.
  • Experience working in agile or collaborative team environments.

Core Competencies

  • Strong understanding of internationally accepted best practices for compilation of macroeconomic statistics.
  • Ability to manage standard definitions and metadata for critical research data elements.
  • Solid understanding of database structures, with the ability to construct, manipulate, and analyse datasets.
  • Ability to identify, correct, and prevent data errors while maintaining data integrity.
  • Broad knowledge of research data and inter-departmental data processes.
  • Strong project management, analytical, and problem-solving skills.
