Deputy Manager, E-Library System Job Description
The Deputy Manager, E-Library System is responsible for managing the Central Bank of Kenya’s integrated library systems, electronic resources, and digital knowledge platforms. Reporting within the Statistics and Library Services Division, the role oversees library automation, electronic resource management, cataloguing, classification, preservation, and secure access to information assets.
This position plays a key role in CBK’s library modernization agenda by ensuring that digital library systems, portals, and electronic resources are reliable, secure, and aligned with international best practices. As part of CBK research and library services jobs, the role supports institutional research, policy formulation, and operational efficiency by enabling seamless access to high-quality information.
Key Responsibilities
Strategic Responsibilities
- Participate actively in the Central Bank of Kenya’s library modernization and digital transformation initiatives.
Technical and Operational Responsibilities
- Lead and supervise a technical services team responsible for e-resource management and library systems operations.
- Implement, maintain, and upgrade integrated library management systems to ensure optimal performance.
- Oversee implementation of library automation technologies, including Radio Frequency Identification (RFID) systems and self-check machines.
- Enhance information security controls across library systems and electronic resources.
- Manage the CBK library portal, including server administration and hosting environments.
- Identify, assess, and manage technical risks associated with library systems and digital assets.
- Oversee digital asset management, including e-resources, e-journals, and licensed electronic content.
- Manage library back-up systems, provide technical support, and ensure effective cataloguing and classification.
- Network with other CBK libraries to develop and maintain a union catalogue.
- Ensure preservation and conservation of both physical and digital library collections.
Other Responsibilities
- Support preparation and monitoring of the library budget.
- Maintain liaison with service providers and the CBK IT Department for ongoing system maintenance.
- Implement and monitor library-specific risk management controls.
Required Qualifications
- Bachelor’s Degree in Information Studies.
- Master’s Degree in Library Studies or Information Science.
- Demonstrated knowledge of library security systems.
Work Experience
- At least five (5) years’ experience in the management of library resources.
- Minimum of three (3) years’ experience managing electronic resources and library security systems.
Core Competencies
- Strong records management and information organization skills.
- Good understanding of integrated library systems and digital library platforms.
- Strong interpersonal and customer service skills.
- Excellent communication skills with a high level of confidentiality and professional integrity.
