Job Description
The Deputy Manager, Publications and Dissemination reports to the Manager, Statistics Compilation and is responsible for the timely compilation, publication, and dissemination of macroeconomic data and official CBK publications, including the Bank’s Annual Report. The role ensures that data released by the Central Bank of Kenya is accurate, consistent across publications, and aligned with international reporting requirements.
This position serves as the primary liaison for data dissemination to the IMF and other regional and international bodies. It also oversees the publication of key statistical outputs such as the Statistical Bulletin, Monthly Economic Indicators, Quarterly Economic Review, Weekly Bulletin, and CBK website time series data. As part of CBK research and statistics jobs, this role directly supports transparency, policy formulation, and market confidence.
Key Responsibilities
Strategic Responsibilities
- Manage and oversee the CBK Data Release Calendar, ensuring timely and predictable dissemination of official statistics.
- Serve as custodian of the Data Revision Guidelines, ensuring revisions are implemented transparently and consistently.
- Act as the focal point for data dissemination to the IMF and other international and regional organizations.
- Serve as System Administrator for the IMF Enhanced General Data Dissemination System (E-GDDS) and the Statistical Data and Metadata Exchange (SDMX).
- Lead the compilation and publication of key CBK outputs, including the Statistical Bulletin, Monthly Economic Indicators, and website macroeconomic time series.
- Coordinate inter-agency collaboration on surveys and statistical initiatives, including managing the Bank’s financial obligations related to such collaborations.
Technical and Operational Responsibilities
- Head the publications and dissemination function within the Statistics and Library Services Division.
- Oversee timely production and dissemination of macroeconomic statistics covering trade, balance of payments, government finance statistics, national accounts, and remittances.
- Ensure consistency of data across all CBK publications, including the Annual Report, Biannual Statistical Bulletin, Quarterly Economic Review, Monthly Economic Indicators, Weekly Bulletin, and website statistics.
- Coordinate closely with data stewards to ensure proper data storage, access, and version control.
- Ensure full implementation of the Data Revision Guidelines and adherence to the Data Release Calendar.
- Coordinate collaboration with external agencies such as the National Treasury, Kenya National Bureau of Statistics (KNBS), Kenya Revenue Authority (KRA), and other relevant institutions.
- Support timely preparation of the Division’s annual budget and monitor resource utilization.
- Ensure development and implementation of Standard Operating Procedures (SOPs), risk management frameworks, and Business Continuity Plans (BCPs).
- Serve as the primary liaison for statistical queries, data requests, and external collaboration related to publications and dissemination.
Leadership and Capacity Building
- Mentor, coach, and mobilize teams to achieve divisional objectives and publication timelines.
- Support capacity-building initiatives at the divisional level.
- Lead external collaboration, networking, and professional engagement with local and international institutions.
Required Qualifications
- Bachelor’s Degree in Statistics and/or Economics.
- Master’s Degree in Statistics, Economics, Finance, or Banking.
Work Experience
- At least five (5) years of experience in statistical compilation, publications, and inter-agency collaboration.
- Formal training by IMF or MEFMI in balance of payments and international investment position, national accounts, monetary and financial statistics, and government finance statistics.
Core Competencies
- Strong understanding of internationally accepted best practices for macroeconomic statistics compilation.
- Solid background in data management, analysis, and dissemination.
- Proficiency in data management and visualization tools, including Microsoft Excel and related packages.
- Clear understanding of user data needs for effective economic policy formulation.
- Knowledge of regional and international statistical reporting requirements.
- Strong communication, presentation, and project management skills.
