Job Description
The Director, Strategy, Research and Compliance will provide strategic leadership in the development, coordination, monitoring, and evaluation of the Commission’s policies, systems, research agenda, and compliance frameworks. The role is critical in aligning CAJ’s mandate with national development priorities, constitutional obligations, and performance management systems.

Key Responsibilities
- Coordinating the development, monitoring, and evaluation of Commission policies, procedures, systems, and programmes.
- Leading the formulation, implementation, and monitoring of the Commission’s strategic plan and performance contracting obligations.
- Overseeing the development and implementation of best practices, policies, and systems for research on administrative justice and access to information.
- Ensuring high-quality research on cases, dispute resolution trends, and emerging issues in administrative justice.
- Coordinating research on systemic governance issues and recommending remedial and proactive interventions.
- Coordinating monitoring, evaluation, and reporting on compliance by State and public officers with constitutional and statutory leadership and integrity requirements.
- Overseeing monitoring, evaluation, and reporting on implementation of the Commission’s strategic and annual plans.
- Coordinating management of complaints records and oversight of the Commission’s Resource Centre.
- Ensuring effective monitoring and evaluation of the status of complaints on maladministration.
- Coordinating preparation and submission of statutory and governance reports.
- Performing any other duties as assigned in support of CAJ’s mandate.
Required Qualifications
- Minimum of four (4) years’ service as an Assistant Director in Planning and Strategy, Research and Development, Compliance, or an equivalent role.
- Bachelor’s degree in Economics, Public Policy, Planning, Statistics, Strategic Management, Public Administration, Business Administration, Education, Arts, Anthropology, Sociology, or an equivalent qualification.
- Master’s degree in Economics, Public Policy, Planning, Statistics, Strategic Management, Public Administration, Project Management, Law, Sociology, Anthropology, Development Studies, or an equivalent qualification.
- Certificate in Leadership or Corporate Management lasting not less than four (4) weeks from a recognized institution.
- Membership to a relevant professional body where applicable.
- Certificate in Computer Application Skills.
- Demonstrated high professional competence and managerial capability in research and strategy leadership.
- Clear understanding of CAJ’s mandate and the strategic role of research and compliance.
- Strong understanding of national goals and policies and ability to align them with CAJ strategy.
- Compliance with Chapter Six of the Constitution on Leadership and Integrity.
Preferred Qualifications
- Experience in government director strategy jobs in Kenya.
- Proven leadership in monitoring and evaluation frameworks.
- Strong policy analysis, governance research, and compliance oversight experience.
- Excellent stakeholder engagement and report-writing skills.
