Job Purpose
The Finance Officer, Financial Planning & Performance supports the FPP function, coordinating annual budget development, monitoring departmental budgets, and generating reports for management review. The officer ensures that financial planning, performance monitoring, and reporting adhere to CBK’s policies and international accounting standards, making it an ideal opportunity for candidates seeking business analyst jobs in finance, budget officer roles, and financial planning careers in Kenya.
Key Responsibilities
- Strategic, Technical, and Operational Responsibilities:
- Conduct annual training and sensitization for budget liaison officers on budget policies, guidelines, and assumptions.
- Assist cost centers in developing CAPEX budgets, ensuring correct categorization and alignment with CBK standards.
- Review and consolidate cost centers’ budget proposals and supporting annexures.
- Prepare documentation and participate in consultative meetings for budget discussions with departments.
- Implement management-directed changes until the final budget draft is approved.
- File and archive budget process documents, including drafts and notes, for audit readiness.
- Validate approved budgets uploaded in the ERP system and ensure policy compliance during implementation.
- Provide technical support to users monitoring and evaluating budget implementation.
- Maintain records of monthly variance reports and quarterly CAPEX submissions, following up to ensure departmental compliance.
- Pass adjustments to correct variances and make other necessary budget modifications.
- Monitor capital expenditure projects and prepare quarterly CAPEX reports.
- Prepare and analyze financial performance metrics, including budget variances, revenue trends, forecasts, and cost drivers.
- Generate draft monthly Management Reports for review by the section’s management.
- Prepare draft monthly reports for the Foreign Reserves Investments Committee (FRIC) and monitor projects’ financial status in the Project Portfolio Management (PPM) module.
- Stakeholder Relationship Management: Build and maintain effective relationships with internal and external stakeholders, including auditors, and respond promptly to inquiries for financial information.
- Systems Improvement: Participate in cross-functional projects to enhance financial planning and performance systems and processes.
Required Qualifications
- Bachelor’s Degree in Accounting, Management, Economics, Finance, or a related discipline from a reputable university.
- Professional accounting qualification such as CPA, ACCA, or equivalent.
- Minimum of 3 years post-qualification experience in a busy accounting environment with exposure to financial planning roles, budget management, and financial reporting jobs in Kenya.
Technical Competencies
- Good understanding of International Financial Reporting Standards (IFRS).
- Strong knowledge of financial reporting requirements and performance metrics.
- Proficiency in Microsoft Office applications, including advanced Excel, Word, and PowerPoint.
- Experience with accounting systems and ERP modules for financial planning.
- Strong analytical and problem-solving skills for budget variance analysis and financial forecasting.
