Job Purpose

The Finance Officer, Financial Planning & Performance supports the FPP function, coordinating annual budget development, monitoring departmental budgets, and generating reports for management review. Key Responsibilities

• Strategic, Technical, and Operational Responsibilities:
  • Conduct annual training and sensitization for budget liaison officers on budget policies, guidelines, and assumptions.
  • Assist cost centers in developing CAPEX budgets, ensuring correct categorization and alignment with CBK standards.
  • Review and consolidate cost centers’ budget proposals and supporting annexures.
  • Prepare documentation and participate in consultative meetings for budget discussions with departments.
  • Implement management-directed changes until the final budget draft is approved.
  • File and archive budget process documents, including drafts and notes, for audit readiness.
  • Validate approved budgets uploaded in the ERP system and ensure policy compliance during implementation.
  • Provide technical support to users monitoring and evaluating budget implementation.
  • Maintain records of monthly variance reports and quarterly CAPEX submissions, following up to ensure departmental compliance.
  • Pass adjustments to correct variances and make other necessary budget modifications.
  • Monitor capital expenditure projects and prepare quarterly CAPEX reports.
  • Prepare and analyze financial performance metrics, including budget variances, revenue trends, forecasts, and cost drivers.
  • Generate draft monthly Management Reports for review by the section’s management.
  • Prepare draft monthly reports for the Foreign Reserves Investments Committee (FRIC) and monitor projects’ financial status in the Project Portfolio Management (PPM) module.
• Stakeholder Relationship Management: Build and maintain effective relationships with internal and external stakeholders, including auditors, and respond promptly to inquiries for financial information.
• Systems Improvement: Participate in cross-functional projects to enhance financial planning and performance systems and processes.

Required Qualifications

• Bachelor’s Degree in Accounting, Management, Economics, Finance, or a related discipline from a reputable university.
• Professional accounting qualification such as CPA, ACCA, or equivalent.
• Minimum of 3 years post-qualification experience in a busy accounting environment with exposure to financial planning roles, budget management, and financial reporting jobs in Kenya.

Technical Competencies

• Good understanding of International Financial Reporting Standards (IFRS).
• Strong knowledge of financial reporting requirements and performance metrics.
• Proficiency in Microsoft Office applications, including advanced Excel, Word, and PowerPoint.
• Experience with accounting systems and ERP modules for financial planning.
• Strong analytical and problem-solving skills for budget variance analysis and financial forecasting.
