Job Description

The Finance Officer I will be responsible for implementing financial accounting systems, budget controls, and expenditure management processes to ensure prudent use of the Commission’s resources. This role is central to maintaining financial discipline, supporting audit compliance, and strengthening financial governance within CAJ.

Key Responsibilities

  • Implementing financial accounting policies, procedures, strategies, and systems to enhance control and accountability of CAJ resources.
  • Providing technical advice and guidance to departments on budget preparation and financial planning processes.
  • Verifying supplier payments in accordance with Commission financial policies and public finance regulations.
  • Implementing internal and external audit recommendations to improve accounting systems and procedures.
  • Monitoring expenditure of projects and programmes on a periodic basis to ensure budget compliance.
  • Compiling and analyzing financial data required for budget formulation.
  • Controlling and tracking expenditure commitments within the Commission.
  • Evaluating and scrutinizing expenditure proposals for accuracy and compliance.
  • Preparing recurrent and development budgets.
  • Monitoring commitments for recurrent, development, and grant-funded expenditures.
  • Compiling expenditure proposals and financial reports.
  • Processing Medium-Term Expenditure Framework (MTEF) budgets and revised estimates.

Required Qualifications

  • Minimum of four (4) years’ service as a Finance Officer II or Accountant II.
  • Bachelor’s degree in Commerce (Finance), Economics, Finance, Business Administration (Finance), Business Management (Finance), or equivalent qualification from a recognized institution.
  • Certified Public Accountant II (CPA II) qualification from KASNEB or equivalent.
  • Certificate in Computer Application Skills from a recognized institution.
  • Compliance with Chapter Six of the Constitution of Kenya.
  • Demonstrated merit, competence, and strong performance record.

Preferred Qualifications

  • Experience in government finance officer jobs in Kenya.
  • Strong understanding of public sector budgeting and financial regulations.
  • Experience working with audit processes and financial reporting systems.
  • High level of integrity, analytical ability, and attention to detail.
