Job Description
The Manager I, Financial Inclusion and Innovation, Financial Literacy and Consumer Protection is responsible for leading analytical, research, and policy initiatives related to financial inclusion, financial innovation, financial literacy, and market conduct. Reporting within the Financial Sector Analysis Division, the role provides strategic and technical leadership in the collection, analysis, and dissemination of financial inclusion data from both demand-side and supply-side sources.
This position takes lead responsibility for analyzing financial inclusion across the four core dimensions of access, usage, quality, and impact or welfare. It also oversees initiatives related to financial innovation, including FinTech developments, financial literacy programmes, consumer protection frameworks, and national strategies that support inclusive and sustainable financial sector development. As part of CBK research and financial sector jobs, this role directly informs national policy and regulatory decisions.
Key Responsibilities
Strategic Responsibilities
- Strengthen and benchmark CBK’s analytical capabilities in financial inclusion, innovation, financial literacy, and consumer protection.
- Support Government programmes by providing relevant data, tailored research, and policy advice on inclusive finance.
- Foster regional integration through participation in East African Community (EAC) initiatives and other international collaborative frameworks.
Technical and Operational Responsibilities
- Lead initiatives to strengthen financial inclusion and financial innovation analysis, including development of data dissemination dashboards and portals.
- Oversee compilation, analysis, and dissemination of financial inclusion indicators in collaboration with key stakeholders, including IMF Financial Access Survey (FAS) and Alliance for Financial Inclusion (AFI) reporting.
- Identify, evaluate, and adopt suitable tools for financial inclusion data collection, management, and analysis.
- Lead periodic reviews of financial inclusion measurement frameworks covering access, usage, quality, and impact or welfare dimensions.
- Take lead in the preparation, implementation, and review of the National Financial Inclusion Strategy (NFIS) and related initiatives.
- Ensure timely contribution to the preparation, publication, and dissemination of Central Bank of Kenya reports and policy documents.
- Oversee implementation of national FinAccess Surveys and Tracker Surveys across Kenya.
- Manage stakeholder engagement and fundraising activities for the National Financial Inclusion Strategy, WE Finance Code, financial literacy projects, and FinAccess Surveys.
- Coordinate and participate in national, regional, and international cooperation initiatives related to financial inclusion and innovation.
- Support implementation of financial literacy and financial education programmes nationwide.
- Provide high-quality economic and financial analysis in emerging areas such as green finance, behavioural finance, and financial health.
- Offer technical support to the Monetary Policy Committee (MPC) and the CBK Board as required by Bank Management.
- Undertake coaching, mentoring, supervision, and capacity-building of staff within the division.
Leadership and Other Responsibilities
- Contribute to the performance of other CBK functions and the overall achievement of the Bank’s strategic objectives.
- Mentor, coach, and mobilize Financial Inclusion and Innovation Analysis teams to deliver planned outcomes.
- Support capacity-building initiatives at local, national, and regional levels.
- Conduct staff appraisals under the Bank-wide Performance Management Framework.
Required Qualifications
- Bachelor’s Degree in Economics, Financial Economics, or Econometrics from a reputable university.
- Master’s Degree in Economics, Financial Economics, or Econometrics.
- PhD in Economics, Financial Economics, or Econometrics is an added advantage.
- Proficiency in statistical and econometric software such as STATA, SPSS/PASW, E-Views, R, ArcGIS, and related tools.
Work Experience
- Minimum of eight (8) years post-graduate experience, with at least five (5) years focused on financial inclusion, innovation, financial literacy, consumer protection, and market conduct.
- Experience implementing national surveys on financial sector development.
- At least two (2) publications in peer-reviewed journals.
- Experience working in a financial regulatory or supervisory environment.
- Experience collaborating on national, regional, and international financial inclusion initiatives.
Core Competencies
- Strong analytical skills in economic and financial sector issues, supported by advanced econometric expertise.
- Deep understanding of financial sector regulation, supervision, and market conduct.
- Excellent written and verbal communication skills, including preparation of reports, proposals, and policy papers.
- Strong project management, planning, and stakeholder coordination skills.
- Ability to design, review, and implement high-quality survey instruments.
