Job Description

The ICT Officer I will support the Council in implementing, maintaining, securing, and optimizing its information technology infrastructure. The role involves offering technical system support, maintaining networks, and ensuring the availability, integrity, and security of digital platforms essential for WRSC’s regulatory mandate.

This position contributes directly to operational efficiency by ensuring uninterrupted ICT services, managing preventive and corrective maintenance, and supporting integration of new technologies. The officer will work closely with internal teams to strengthen digital systems, enhance automation, and support ICT-driven performance improvements aligned with WRSC’s strategic objectives.

The role also involves supporting information system enhancements, validating technical components, reviewing security features of warehouse receipts, and ensuring compliance with ICT standards and licensing requirements.

Key Responsibilities

  • Maintaining Local Area Network (LAN) and Wide Area Network (WAN) infrastructure to ensure continuous connectivity and operational efficiency.
  • Coordinating the planning, scheduling, and execution of preventive and corrective ICT maintenance.
  • Reviewing warehouse receipt security features to confirm alignment with regulatory and operational standards.
  • Providing comprehensive technical ICT support to system users across the Council.
  • Installing, configuring, and troubleshooting ICT equipment, hardware, software, and related services.
  • Certifying proper use of hardware and software while ensuring all licenses are compliant and up to date.
  • Maintaining and supporting existing information systems as well as implementing new computer-based systems.
  • Monitoring backup logs, reviewing failures, and executing necessary resolutions for data recovery integrity.
  • Conducting periodic reviews of ICT security requirements, including digital signature encryption, data integrity, traffic padding, access control, routing control, authentication exchange, and notarization.
  • Validating, analysing, coding, testing, and implementing computer programs to enhance system functionality.

Required Qualifications

  • Served as ICT Officer II for a minimum period of three (3) years.
  • Bachelor’s degree in Computer Science, Information Science, Information Communication Technology, Information Technology, Business Information Technology, or an equivalent qualification.
  • Demonstrated merit, professional ability, and strong performance in previous ICT roles.

Preferred Qualifications

  • Practical experience in network administration, cybersecurity, or system analysis.
  • Knowledge of government ICT standards and regulatory environments.
  • Experience supporting enterprise ICT environments within public sector institutions.
  • Familiarity with software development best practices, testing, and documentation.
