Job Description
The Manager, Product Development (Manager 2) will be responsible for leading and supporting product development initiatives within the Financial Markets Department, while also providing strategic support on market engagement activities. The role contributes directly to the achievement of CBK’s strategic objectives by driving innovation in financial market instruments, enhancing market infrastructure, and supporting effective public debt management.
This position plays a pivotal role in shaping financial products across government securities, debt instruments, derivatives, and related market reforms. Working closely with internal departments, market participants, and external institutions, the role holder will oversee product design, market analysis, stakeholder engagement, and risk management associated with market development initiatives. Key Responsibilities
- Provide strategic input and proposals to support CBK’s divisional and institutional strategy, promoting financial market growth, stability, and accessibility.
- Develop detailed business cases and proposals for product development initiatives, including benchmark bonds, liability management operations, over-the-counter products, green bonds, onshore and offshore bonds, securities lending and borrowing, short selling frameworks, and NSE financial derivatives.
- Design and evaluate innovative financial instruments for inclusion in the Central Securities Depository (CSD) system, such as zero-coupon bonds, amortized and multi-legged bonds, stripped bonds, indexed and variable coupon bonds, sukuk, mortgage-backed securities, and central bank instruments.
- Coordinate and support market development projects in collaboration with other CBK departments and external institutions.
- Oversee the preparation of monthly government bond issuance proposals for management review and stakeholder engagement.
- Analyze market requirements, product specifications, pricing structures, and investor demand, producing reports on market size, uptake, and share.
- Define product positioning and promotion strategies for distinct investor segments.
- Oversee financial market data analysis and the preparation of technical reports and presentations for monthly DMF and BMF meetings.
- Support the DMF/MBSF secretariat by maintaining accurate records and ensuring effective execution of borrowing programs.
- Contribute to advertising, public relations, and marketing communications in collaboration with the Communications Office.
- Manage risks associated with market development initiatives, including product, service, and market disruption risks.
- Supervise staff performance, capacity building, succession planning, and resource management within the function.
- Ensure compliance with CBK policies, banking laws, regulations, and relevant legislation at all times.
- Prepare periodic and ad hoc reports and coordinate with other departments to achieve institutional goals.
Required Qualifications
- Bachelor’s Degree in Business, Finance, Banking, Public Relations, Communication, Marketing, Information Science, or a related field from a recognized institution.
- At least six (6) years of experience in financial product development or a related field.
- Minimum of two (2) years’ experience in Debt Management.
- At least three (3) years’ experience in a supervisory or management role.
Preferred Qualifications
- Master’s Degree in Business, Finance, Banking, Public Relations, or a related discipline.
- Professional qualifications in finance, investment, risk management, or related fields.
- Experience in central banking operations, public financial management, or capital market development.
