National Consultant for Systems Development and Enhancement of the Convicted Sexual Offenders Electronic Register (CSOER)

United Nations Office on Drugs and Crime is hiring for the National Consultant for Systems Development and Enhancement of the Convicted Sexual Offenders Electronic Register (CSOER) position in Nairobi. This is a contract role. Qualification level: Masters; experience: 0 – 4 yrs. Result of ServiceThe consultant shall produce and submit the following deliverables: 1. Applications close on 8 November 2026.

Inception Report and Implementation Methodology: A comprehensive report outlining the proposed implementation approach, work plan, timelines, stakeholder consultations and engagement arrangements, as well as planned system testing, data migration and deployment activities.

Key responsibilities

• Design the enhanced system: Develop the proposed system architecture and data-flow model, together with a plan for implementation, integration, testing and deployment.
• Prepare an Inception Report and an assessment of existing CSOER; stakeholder requirements; functional and non-functional requirements; enhanced system architecture; data-flow and integration design; security/access model; biometric integration design; implementation and testing plan. 2. System Enhancement and Inter-Agency Integration

• Qualifications/special skillsAn advanced university degree (Master's degree or equivalent) in Computer Science, Information Technology, Software Engineering, Information Systems, or a related field.
