Key Responsibilities

  • Formulate and implement fund management policies, regulations, and procedures.
  • Establish and maintain effective internal control systems aligned with Authority policies.
  • Validate payments to healthcare providers and facilities.
  • Review and verify claims submitted by the claims management office.
  • Maintain debtors’ records and monitor account payments.
  • Coordinate preparation of financial statements for PHCF, SHIF, and ECCF funds.
  • Develop strategies for resource mobilization in collaboration with stakeholders.
  • Lead planning and budgeting processes for all managed funds.
  • Analyze funding gaps and recommend priority allocation areas.
  • Prepare periodic financial performance and operational reports.

Required Qualifications

  • Minimum of nine (9) years’ relevant experience, including three (3) years at a senior level.
  • Bachelor’s degree in Commerce (Accounting/Finance) or Business Administration (Accounting option).
  • CPA(K) certification or equivalent qualification from a recognized institution.
  • Membership in a recognized professional accounting body in good standing.
  • Management course certificate lasting at least four (4) weeks.
  • Experience in financial management jobs in Kenya.
  • Proficiency in computer applications and financial systems.
  • Meets Chapter Six requirements of the Constitution of Kenya.

Preferred Qualifications

  • Experience in public sector or government finance roles.
  • Strong analytical and financial reporting skills.
  • Knowledge of risk management and internal audit processes.
  • Experience in fund administration and healthcare financing.
