Job Description

The Senior Assistant Director – Human Resource Management is responsible for providing strategic leadership and oversight of the ODPP’s human resource management function. Reporting to the Senior Deputy Director, Corporate Services, the officer heads the Human Resource Management Division and oversees formulation, implementation, and review of HR policies, strategies, and systems.

Duties and Responsibilities

  • Oversee the development, implementation, and review of human resource management policies, strategies, procedures, and programmes.
  • Coordinate workforce planning, forecasting, and staffing requirements in line with the ODPP mandate.
  • Provide professional advisory services on HR policies, guidelines, procedures, and best practices.
  • Coordinate recruitment, staff placement, career management, succession planning, and staff development.
  • Oversee the development, review, and administration of terms and conditions of service.
  • Manage staff discipline and employee relations in accordance with applicable laws, regulations, and policies.
  • Coordinate development, implementation, and review of the performance management system.
  • Oversee HR research initiatives, employee satisfaction surveys, and implementation of findings.
  • Monitor and evaluate implementation of HR policies, strategies, and programmes.
  • Coordinate implementation of decisions and guidelines issued by the Human Resource Advisory Committee.
  • Oversee preparation and execution of divisional work plans, budgets, and annual reports, ensuring prudent resource utilization.
  • Ensure compliance with employment laws, public service regulations, and relevant legal frameworks.
  • Promote adherence to public service values and principles as enshrined in the Constitution of Kenya.
  • Coordinate development and review of employee compensation and benefits frameworks.
  • Provide mentorship, coaching, training, and leadership development to enhance organizational performance and succession management.
  • Ensure secure, accurate, and confidential maintenance of human resource records.
  • Mainstream cross-cutting government programmes including HIV/AIDS, gender, disability inclusion, and substance abuse prevention.
  • Provide strategic input to executive, internal, and external committees in support of the ODPP mandate.

Required Qualifications

  • Service in the grade of Senior Assistant Director – HRM for at least three (3) years; OR
  • A minimum of fifteen (15) years relevant work experience, with at least three (3) years at senior management level in a comparable public or private sector role.
  • Bachelor’s Degree in Human Resource Management, Personnel Management, Business Administration, Industrial Relations, or equivalent from a recognized institution; OR
  • Bachelor’s Degree in Social Sciences with a Postgraduate Diploma or Higher National Diploma in Human Resource Management or equivalent.
  • Master’s Degree in Human Resource Management, Business Management, Public/Business Administration, Social Sciences, or a related field.
  • Certified Human Resource Professional (CHRP-K) or equivalent qualification.
  • Membership in a relevant and accredited professional body for HR practitioners.
  • Valid practicing certificate from the relevant professional HR body.
  • Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks.
  • Demonstrated professional competence, leadership ability, and strong administrative capabilities.
  • Compliance with Chapter Six (6) of the Constitution of Kenya, 2010.

  • House Allowance: Kshs. 80,000 per month
  • Commuter Allowance: Kshs. 24,000 per month
  • Entertainment Allowance: Kshs. 65,000 per month
  • Responsibility Allowance: Kshs. 12,000 per month
  • Leave Allowance: Kshs. 10,000 per annum
  • Domestic Servant Allowance: Kshs. 15,600 per month
  • Medical Insurance Cover: As provided under ODPP medical scheme
  • Group Life Insurance: As per ODPP staff policy
  • Group Personal Accident Insurance: As per ODPP staff policy
