Job Description

The Senior Manager, Data Management and Data Governance reports to the Deputy Director, Statistics & Knowledge Management and serves as the primary data governance authority for the Research Department. The role is responsible for developing, implementing, and enforcing data governance frameworks that align with the Bank’s Data Governance Framework and regulatory obligations.

As one of the most senior data management roles within CBK, this position oversees research data assets housed in the Enterprise Data Warehouse (EDW). The job holder ensures data quality, timeliness, consistency, security, and regulatory compliance, while enabling analysts, economists, and policymakers to access trusted data for decision-making. This role is central to CBK research and statistics jobs that support national economic planning and financial stability.

Key Responsibilities

Strategic Responsibilities

  • Act as the data governance champion for the Research Department, advancing CBK’s long-term data and analytics vision.
  • Serve as the custodian of Research Department data within the Enterprise Data Warehouse, ensuring fitness for use, compliance with CBK policies, and alignment with regulatory standards.
  • Analyze data trends, identify quality issues, risks, and opportunities, and recommend strategic interventions.

Technical and Operational Responsibilities

  • Ensure completeness, accuracy, and reliability of research data within the EDW, supporting senior data governance manager jobs in Kenya that demand enterprise-level accountability.
  • Design and enforce processes that monitor compliance with data governance policies across the Research Department.
  • Establish standards for data handling, data quality assessments, access management, and information security.
  • Collaborate with technology, architecture, and analytics teams to support research, modeling, and policy analysis.
  • Oversee implementation of data-related policies, including data privacy, archival, revision, and usage policies.
  • Track and resolve data quality issues while ensuring compliance with internal controls and regulatory requirements.
  • Define and maintain reference data, master data, and authoritative code lists used in macroeconomic statistics.
  • Develop and manage metadata, including business definitions, calculations, validation rules, and classifications.
  • Ensure data is appropriately classified as restricted, regulated, or public to support secure data distribution.
  • Review and approve data sharing requests in line with CBK governance standards.
  • Evaluate EDW dashboards and analytics to ensure they meet analyst needs and reinforce trust in CBK data assets.
  • Participate in cross-functional initiatives related to enterprise data changes and process improvements.
  • Identify, escalate, and manage data-related risks to safeguard the interests of the Central Bank of Kenya.

Leadership and People Management

  • Mentor, coach, and mobilize multidisciplinary teams to deliver Research Department objectives.
  • Lead and motivate staff while fostering strong collaboration with internal and external stakeholders.
  • Support staff performance management and ensure compliance with CBK policies and procedures.
  • Promote continuous professional development and act as a visible advocate for data stewardship.

Required Qualifications

  • Bachelor’s Degree in Economics, Statistics, Mathematics, Data Science, or a related field from a recognized university.
  • Master’s Degree in Economics, Statistics, or a related discipline.
  • Strong knowledge of data warehousing, dashboard development, and enterprise analytics platforms.

Work Experience

  • At least ten (10) years of experience implementing data management and data governance practices in a large organization.
  • Minimum of five (5) years’ experience working with relational databases and SQL.
  • Hands-on experience with business intelligence and analytics tools such as Oracle BI, Power BI, Tableau, MATLAB, R, and Python.
  • Experience working with economic data providers and macroeconomic datasets.
  • Proven experience working in agile and cross-functional teams.
