About Warehouse Receipt System Council (WRSC)
The Warehouse Receipt System Council (WRSC) is a State Corporation established under the Warehouse Receipt System Act No. 8 of 2019 with a mandate to regulate, develop, and oversee the Warehouse Receipt System for agricultural commodities. The Council enhances transparency in agricultural trade, promotes access to structured markets, and strengthens Kenya’s agricultural value chains through improved storage, documentation, and commodity-based finance mechanisms.
WRSC plays a central role in ensuring integrity and accountability in warehouse operations, enhancing the competitiveness of agricultural markets, and supporting national economic growth through structured commodity systems. The Senior Supply Chain Officer will be instrumental in ensuring procurement functions adhere to the highest standards of compliance, efficiency, and integrity.
Role Summary
The Senior Supply Chain Officer oversees strategic sourcing, procurement planning, supplier management, inventory oversight, and compliance with public procurement laws and WRSC internal policies. The officer will streamline procurement processes, enhance value-for-money delivery, and strengthen supply chain governance across WRSC functions. This position requires deep technical knowledge of procurement regulations in Kenya, strong analytical skills, and the ability to support institutional operations through effective supply chain practices.
Key Duties and Responsibilities
I. Procurement & Sourcing
- Sourcing for suppliers through the issuance of Request for Quotations (RFQs) in line with public procurement laws and WRSC procedures.
- Preparing annual and periodic procurement plans, Local Purchase Orders (LPOs), tender documentation, and supply chain management reports.
- Participating in tender opening sessions and playing an active role in tender evaluation committees to ensure transparent and compliant processes.
- Conducting market surveys and research to support price benchmarking, supplier identification, and continuous improvement of procurement strategies.
- Inspecting and verifying the condition and quality of goods received prior to acceptance.
- Checking and verifying invoices, delivery notes, and issue notes to ensure accuracy and compliance with specifications.
- Ensuring accurate and up-to-date reconciliation of procurement and stores records.
II. Supply Chain Governance & Compliance
- Implementing the provisions of the WRSC procurement manual, internal controls, and the Public Procurement and Asset Disposal Act (PPADA).
- Ensuring procurement processes meet audit, legal, and regulatory compliance standards.
- Identifying unserviceable, obsolete, and surplus equipment and coordinating disposal in accordance with established procedures.
- Enhancing supplier performance monitoring and maintaining updated supplier records.
- Strengthening risk management within supply chain operations and ensuring timely reporting.
III. Logistics & Inventory Coordination
- Coordinating stores and asset management operations to ensure efficient issuance and documentation.
- Liaising with internal departments to ensure timely availability of goods and services required for WRSC operations.
- Monitoring stock levels and supporting inventory verification and audit exercises.
- Maintaining an up-to-date asset register and ensuring compliance with WRSC policies.
IV. Administrative & Support Functions
- Preparing procurement and logistics reports for internal use and submission to regulatory bodies as required.
- Supporting procurement process automation and digitization initiatives.
- Ensuring documentation integrity and proper archiving of procurement records.
- Providing capacity-building support to junior officers and contributing to team performance.
Person Specifications
Mandatory Requirements
- Served for a cumulative period of six (6) years, three (3) of which must have been at the level of Supply Chain Management Officer I or equivalent in a comparable institution.
- Bachelor’s degree in Procurement and Supply Chain Management, Purchasing and Supplies, Logistics, Contract Management, Procurement & Logistics, or an equivalent qualification.
- Membership in a recognized professional body (e.g., KISM) and in good standing.
- Proficiency in computer applications relevant to procurement and logistics management.
- Demonstrated merit, integrity, and strong work performance.
