Job Description
The Supply Chain Management Officer II serves as an entry and training grade in the Supply Chain Management cadre. The officer will operate under the supervision of a senior officer to execute essential procurement and inventory functions. This role is crucial in ensuring that the Authority maintains transparent, cost-effective, and compliant procurement processes in alignment with the PPADA 2015 and related government procurement frameworks.
In this capacity, the successful candidate will assist in procurement planning, supplier sourcing, inventory management, and e-procurement implementation. The position also supports the evaluation of suppliers, preparation of expenditure estimates, and development of departmental guidelines to promote efficiency and accountability in resource utilization. This grade forms a shared establishment with Supply Chain Management Officer I (SHA Grade 7), offering clear pathways for career progression and professional development within the Authority.
Key Responsibilities
- Assist in preparing expenditure estimates on supplies and services in line with budgetary guidelines.
- Develop and maintain procurement plans, inventory control systems, and provisioning processes for the Authority.
- Implement the procurement manual and ensure adherence to internal and statutory procurement procedures.
- Support the review, updating, and interpretation of existing supply chain management regulations, policies, and systems.
- Contribute to the development and continuous improvement of departmental procurement guidelines and procedures.
- Participate in supplier identification, prequalification, and contract management in accordance with PPADA standards.
- Coordinate the disposal of unserviceable assets and stores while maintaining compliance with disposal regulations.
- Implement and monitor e-procurement initiatives to enhance efficiency and transparency within SHA operations.
- Collaborate with internal departments to ensure timely delivery of goods, services, and works.
- Maintain accurate records of procurement transactions and assist in periodic reporting for audit and compliance purposes.
Required Qualifications
- A Bachelor’s degree in any of the following disciplines: Supply Chain Management, Commerce (Supplies Management option), Procurement, or an equivalent qualification from a recognized institution.
- Proficiency in computer applications and digital procurement tools.
- Excellent understanding of the Public Procurement and Asset Disposal Act (PPADA), 2015 and related regulations.
- Strong analytical, communication, and organizational skills with attention to detail.
- Demonstrated integrity, transparency, and commitment to ethical supply chain practices.
Preferred Qualifications
- Familiarity with e-procurement systems and government supply chain procedures.
- Basic experience in public procurement, logistics, or inventory management.
- Membership or progress toward certification in professional bodies such as KISM (Kenya Institute of Supplies Management) or equivalent.
- Ability to work collaboratively with multidisciplinary teams and under minimal supervision.
