The Assistant Director will lead a high-performing ICT Business Applications team, ensuring systems are aligned with organizational goals and user needs. Key Responsibilities
- Lead, mentor, and maintain a high-performance team focused on delivering innovative ICT business application solutions while fostering a collaborative, growth-oriented culture.
- Develop and maintain strategic relationships with line managers, divisional supervisors, business champions, ICT teams, consultants, and service providers to drive HELB ICT leadership jobs initiatives.
- Plan and monitor divisional activities, ensuring alignment with the Enterprise Risk Management Framework.
- Oversee the development team, allocate resources, and track progress to ensure timely delivery of business applications that meet digital transformation jobs at HELB objectives.

- Develop and manage budgets for upgrading existing business systems to satisfy user requirements and operational goals.

- Manage day-to-day activities of the development team and report progress to the Deputy Director, ICT Business Applications.
- Assess user capacity, recommend training, and identify areas for improvement to enhance efficiency and delivery quality.
- Research and adopt emerging technologies and business process re-engineering opportunities to improve enterprise ICT jobs in Kenya and customer satisfaction.
- Implement effective ICT governance, risk management, and knowledge management strategies across all business application initiatives.
- Collaborate with other departments to ensure innovative ICT solutions are scalable, user-friendly, and integrated across the organization.
- Drive continuous improvement and innovation, positioning HELB as a leader in public sector ICT positions.
- Ensure seamless deployment and support of ICT solutions to strengthen business applications job opportunities and optimize customer experience job opportunities.
Required Qualifications
- Minimum of twelve (12) years relevant ICT experience, including three (3) years at Principal ICT Officer level or equivalent.
- Bachelor’s degree in Information Technology, Computer Science, Business IT, Software Engineering, ICT Project Management, or Computer Engineering.
- Master’s degree in Information Technology, Computer Science, Business IT, Software Engineering, Project Management, Business Administration, or Data Science.
- Leadership course certificate lasting at least four weeks from a recognized institution.
- Management course certificate lasting at least four weeks.
- Professional certification in any two of the following: CISA, CISM, CRISM, CEH, CISSP, MCSE, MCITP, CCNA, Project Management, SSCP, CompTIA Security+, OSCP, VOIP.
- Membership in a relevant professional body in good standing where applicable.
- Valid practicing certificate where applicable.
- Demonstrated merit and ability as reflected in work performance and results.
Preferred Qualifications
- Proficiency in ERP solutions, programming, database querying, and business intelligence systems.
- Experience with data integration, data warehousing, OLAP, and data mining in compliance with ICT standards such as ITIL and COBIT.
- Strong knowledge of information and network security, Unix/Linux/Windows systems, and contact center technologies.
- Demonstrated innovation, leadership, and project management skills in delivering high-impact ICT solutions.
- Proven ability to implement digital transformation jobs at HELB that improve service delivery and operational efficiency.
