The International Rescue Committee (IRC), a leading global humanitarian organization, is seeking an experienced Grants Coordinator to manage their expanding cross-border interventions into Sudan. IRC started cross-border (XB) interventions into Sudan in 2024 and currently manages a rapidly expanding program portfolio in non-government-controlled regions of Darfur (accessed from Chad) and South Kordofan (accessed from South Sudan). The organization intends to build these emergency cross-border interventions into longer-term programming as part of its commitment to the people of Sudan.
Position Overview
The Grants Coordinator will be responsible for the timely and effective management of a multi-donor grant portfolio supporting humanitarian operations in Sudan. This critical role oversees all functions of the grants unit at IRC Sudan XB, including proposal development, reporting, donor compliance, and other administrative functions essential to program success.
Reporting to the Deputy Director for Programs (DDP), the position works closely with program sector leads, MEAL Coordinator, Partnerships Coordinator, and finance department. While this is primarily a remote position supporting work in Sudan, periodic travel to Sudan may be required, including to remote locations.
Key Responsibilities
Proposal Development
- Proactively identify new funding opportunities by monitoring and analyzing donor strategies and funding trends
- Support the DDP and program sector leads in the development of new program designs
- Prepare for and lead Go/No Go meetings for funding opportunities as required
- Ensure program designs align with Sudan Action Plan partnership ambition and program approach
- Coordinate with the Partnerships Coordinator to engage partners in program development efforts
- Oversee development of all concept notes and proposals, acting as lead writer or editor
- Develop efficient process management tools for proposal development
- Facilitate effective cross-departmental coordination during proposal development
- Review all proposal documents for coherence across narratives, logframes, and budgets
- Serve as focal point with headquarters during proposal review, editing, and submission
- Ensure all proposal outputs are accurate, complete, high-quality, and submitted on time
Grants Management
- Act as focal point for communications with headquarters on all grants administration functions
- Review donor agreements and coordinate their review and signature with relevant HQ offices
- Coordinate approval of pre-award spending as required
- Coordinate with Partnership Lead on donor approvals relating to partnerships
- Lead and/or support all project revisions, amendments, and budget realignments
- Serve as country program expert on Project Cycle Meetings (PCM)
- Promote full partner participation in program delivery within PCM context
- Maintain and disseminate regularly updated grants tracker
- Ensure departmental communication is constructive, clear, and organized
- Maintain comprehensive information management and grants filing system
- Update and maintain IRC’s internal Opportunity Tracking Information System (OTIS)
- Participate in due diligence processes and collaborative partnership risk management
- Strengthen capacity of IRC and partner staff through trainings and targeted support
Donor Compliance
- Provide technical guidance to ensure grant implementation complies with IRC and donor regulations
- Coordinate with headquarters on specialized compliance matters
- Proactively raise potential compliance issues to senior management
- Disseminate resources on donor compliance and develop compliance guides for all grants
- Assist in ensuring appropriate IRC and donor visibility in program sites and materials
Reporting
- Oversee development and delivery of all internal and external reports
- Maintain comprehensive reports tracker and communicate deadlines to team members
- Lead production of high-quality reports meeting donor and IRC requirements
- Review all reports and supplementary documents for completeness and accuracy
- Coordinate headquarters and technical unit reviews prior to donor submission
- Ensure strict compliance with internal and donor deadlines
Departmental Leadership and Staff Management
- Lead the grants unit and provide professional development opportunities for staff
- Ensure clear delineation of roles and responsibilities among team members
- Coordinate performance management and foster a culture of high performance
- Oversee recruitment, onboarding, and training of new staff as required
Qualifications and Requirements
- Minimum six years of experience in humanitarian grants management in multi-donor, multi-sector environments
- Proven experience in inter-departmental coordination and stakeholder management
- Exceptional English writing and editing skills required
- Extensive experience leading development of large multi-sector funding proposals
- Advanced skills in donor report drafting and compilation
- In-depth knowledge of institutional donor compliance
- Exceptional planning and organizational skills
- Previous experience in conflict-affected or protracted crisis settings strongly preferred
