About the Role

The Principal ICT Officer will deputize the Director ICT in coordinating and overseeing ICT functions across the College. The position provides strategic and technical leadership in ICT service delivery while supporting the development, maintenance, security, and effective utilization of ICT infrastructure and systems.

The role also involves managing relationships with internal and external ICT stakeholders, coordinating ICT projects, supervising and mentoring staff, and ensuring compliance with ICT standards, policies, and regulatory requirements.

Key Responsibilities

  • Deputize the Director ICT in the coordination and oversight of ICT functions.
  • Provide strategic and technical leadership in ICT service delivery.
  • Manage relationships with internal and external ICT stakeholders.
  • Coordinate ICT projects, infrastructure, and systems.
  • Supervise, mentor, and train ICT staff.
  • Oversee the development of local area networks (LAN) and wide area networks (WAN) for the College.
  • Oversee the development, deployment, and maintenance of critical business process applications.
  • Coordinate the acquisition, development, and maintenance of ICT infrastructure.
  • Ensure optimal utilization of available ICT resources across the College.
  • Ensure adherence to ICT standards, policies, and regulatory requirements.
  • Undertake periodic reviews of ICT system projects and procedures.
  • Review and evaluate feasibility studies and detailed ICT specifications.
  • Participate in the development of ICT policies, standards, guidelines, and strategies.
  • Maintain, configure, and support ICT systems, LANs, and WANs.
  • Update and maintain the ICT equipment inventory.
  • Prepare ICT technical specifications, user manuals, and other documentation.
  • Design, schedule, and manage ICT training for users.
  • Prepare performance appraisal reports for ICT staff.
  • Ensure ICT staff acquire appropriate skills and perform their duties effectively.
  • Participate in the development of succession plans for ICT positions.
  • Provide input into the annual ICT budget.

Required Qualifications and Experience

  • At least 12 years of relevant work experience, with at least 3 years served as a Principal ICT Officer or in a comparable position.
  • Bachelor’s degree in Computer Science, Computer Technology, Informatics, Computer Science and Technology, Information Systems, Information Technology, Computer Security and Forensics, Business Information Technology, Electrical/Electronic Engineering, Telecommunications Engineering, or an equivalent qualification from a recognized institution.
  • Master’s degree in Computer Science, Information Communication Technology, or another ICT-related discipline from a recognized institution.
  • ICT certification from a reputable institution in an applicable area such as database management, information security, service support operations, network administration, system administration, or software development.
  • Leadership course certificate lasting at least four weeks from a recognized institution.
  • Valid practising licence.
  • Membership of the relevant professional body.
  • Demonstrated merit and ability as reflected in work performance and results.

ICT Certification Areas

The vacancy recognizes certifications in database management such as Oracle, SQL, and DB2; information security such as CISSP, Security+, CISA, and CISM; service support operations including ITIL and COBIT; network administration including CCNA, HCNA, N+, and HP; system administration including MCSE, Linux, and Unix; and software development including Java, Visual Studio, Python, and Oracle or equivalent certifications.
