Senior Securities and Transfers Officer Job Description

This role involves the accurate processing and oversight of government securities transfers within the Central Securities Depository (CSD), managing secondary market transactions, and ensuring compliance with all domestic debt management regulations. The Senior Securities and Transfers Officer will provide critical analysis and reporting to support portfolio management, treasury operations, and investor awareness programs.

As a Senior Business Analyst 2, the position requires strategic thinking, technical proficiency, and strong communication skills to liaise with internal and external stakeholders, including brokers, investors, and regulatory agencies. This role contributes to CBK’s mission of promoting stable, transparent, and efficient financial markets in Kenya.

Key Responsibilities

  • Process and review broker registration and deregistration to ensure compliance with regulatory requirements.
  • Handle sale orders for bonds traded in the Automated Trading System (ATS).
  • Register master repurchase agreements (repos) for HRT participants and process OTC trading of treasury bills.
  • Monitor and analyze secondary market trades and prepare monthly reports for management and stakeholders.
  • Process gratis transfer trades and manage creation or cancellation of lien transactions.
  • Confirm settlement of securities and cash in RTGS and T-24 systems, ensuring accurate generation of accounting entries.
  • Manage investor accounts in the DhowCSD system and respond to investor queries promptly.
  • Conduct investor education on government securities and generate relevant statements, lien certificates, and transaction reports.
  • Participate in secondary market development initiatives and assist in reviewing guidelines in liaison with market stakeholders.
  • Securely file all processed forms and maintain accurate documentation for secondary trading activities.
  • Collaborate with colleagues to drive efficiency, adherence to policies, and high-quality service delivery.

Required Qualifications

  • Bachelor’s Degree in Accounting, Business, Finance, Economics, Banking, Public Relations, or a related field from a recognized institution.

Work Experience

  • At least three (3) years of relevant work experience in financial markets, treasury management, or domestic debt operations.

Technical Competencies

  • Knowledge of domestic debt management, treasury operations, and capital markets.
  • Understanding of money markets, derivatives, interest rates, and pricing methodologies.
  • Proficiency in market analysis, portfolio management, and technical/fundamental analysis.
  • Awareness of investor relations, accounting, taxation, and regulatory requirements.
  • Experience with structural and financial engineering within domestic debt and securities operations.
