Job Description
The Supply Chain Management Officer II is responsible for supporting and coordinating Kenya-AIST’s supply chain activities, ensuring timely delivery of goods and services, maintaining accurate asset and inventory records, and providing data-driven insights to inform institutional procurement policies and decisions. The role involves overseeing procurement processes, verifying supplier documentation, and ensuring compliance with applicable regulations, including the Public Procurement and Asset Disposal Act, 2015.
Key Responsibilities
- Collect, collate, and compile supply chain data to inform policies, strategies, and procedures.
- Receive, verify, and process suppliers’ invoices for payment.
- Prepare procurement specifications and support tendering processes.
- Inspect the condition of goods received and ensure compliance with procurement standards.
- Prepare and review Local Purchase Orders (LPOs) and Local Service Orders (LSOs).
- Check and verify issue notes, invoices, and supporting documentation.
- Receive and open tenders and quotation documents and prepare committee documentation.
- Maintain updated inventory records of procured equipment, services, vehicles, machinery, and goods.
- Conduct market surveys and research to ensure value for money.
- Provide support in the preparation of the annual procurement plan.
- Assist in implementing supply chain policies, procedures, and compliance requirements.
Required Qualifications
- Bachelor’s degree in Supply Chain Management, Logistics, Procurement and Supplies, or a related discipline from a recognized institution.
- Minimum of four (4) years of relevant work experience in procurement, asset management, or supply chain operations.
- Proficiency in computer applications, including Microsoft Office Suite, ERP systems, email, video conferencing tools, and internet research.
- Strong analytical, organizational, and communication skills.
- Demonstrated work performance and ability to achieve results under supervision.
- Understanding of data protection laws and basic cybersecurity practices.
Preferred Qualifications
- Membership to the Kenya Institute of Supplies Management (KISM) or any relevant professional body.
- Experience with public sector procurement or higher education institutions.
- Advanced knowledge of inventory management and procurement systems.
- Demonstrated ability to analyze market trends and perform procurement research.
