About Bandari Maritime Academy
Bandari Maritime Academy was established through Legal Notice No. 233 of 28th November 2018, with the mandate to develop academic and vocational skills and provide competent maritime human resources for a sustainable Blue Economy.
About the Role
The Assistant Director Accounts will support the Academy’s financial management function by ensuring compliance with applicable accounting policies, financial regulations and established internal controls. The position also oversees financial reporting, reconciliations, payments, payroll review, cash flow management and the effective management of financial resources.
Key Responsibilities
- Ensure implementation of accounting policies in accordance with the Public Financial Management Act 2012, National Treasury guidelines and other applicable legal provisions.
- Prepare and maintain proper books of accounts to facilitate timely and accurate financial statements and reports.
- Prepare management accounts and end-of-year financial statements and ensure timely submission of annual financial statements.
- Update the Board on current tax matters in line with Government regulations and ensure filing of the necessary taxes.
- Identify and report incidences of non-compliance with financial systems and financial risks facing the Academy.
- Liaise with other departments to promote compliance with financial and related regulations and provide procedural guidance on payment-related matters.
- Implement and maintain effective internal controls.
- Review and coordinate monthly accounts analysis and reconciliations, including bank reconciliations.
- Ensure timely payment of suppliers and address supplier-related enquiries.
- Review payroll and facilitate accurate salary payments.
- Ensure effective and efficient use of financial resources.
- Monitor and forecast cash flows and manage allocated funds and internally generated income.
- Initiate the development and review of financial policies and regulations.
- Ensure the integrity of financial transactions and compliance with relevant policies, guidelines and procedures.
- Ensure safe custody of assets and proper records management within the department.
- Support staff development within the section.
- Undertake other accounting responsibilities relevant to the position.
Required Qualifications
- A cumulative service period of twelve (12) years of relevant work experience, three (3) of which should have been at the grade of Principal Accountant.
- A Bachelor’s degree in Accounting, Finance, Business Administration (Finance and Accounting option) or a relevant field from a recognized university.
- A Master’s degree in Business Administration, Finance, Commerce, Accounts or a relevant field from a recognized institution.
- Certified Public Accountant (CPA)K.
- Membership of the Institute of Certified Public Accountants of Kenya (ICPAK) in good standing.
- A management or leadership course lasting not less than four (4) weeks from a recognized institution.
- Demonstrated professional competence and ability as reflected in work performance and results.
- Proficiency in computer applications skills.
Benefits and Compensation
The Assistant Director Accounts position is offered on permanent and pensionable terms. The position carries a basic salary scale of Kshs. 111,500 – Kshs. 284,300 per month, together with a house allowance of Kshs. 30,000, commuter allowance of Kshs. 16,000 and leave allowance of Kshs. 10,000.
