About Bandari Maritime Academy

Bandari Maritime Academy was established through Legal Notice No. 233 of 28th November 2018, with the mandate to develop academic and vocational skills and provide competent maritime human resources for a sustainable Blue Economy.

About the Role

The Deputy Director Human Resource and Administration will support the Academy’s human resource function by advising management on HR policies, procedures and strategies while coordinating workforce planning, recruitment, performance management, staff development and employee welfare.

The position also oversees implementation of human resource policies, compensation and benefits schemes, statutory compliance, staff welfare programmes and strategic human resource objectives.

Key Responsibilities

  • Advise management on policies, procedures and strategies relating to human resource management.
  • Initiate the development, implementation and review of human resource policies, procedures and processes.
  • Develop, implement and evaluate staff career and succession plans, progression and development programmes to support staff attraction, retention, motivation and job satisfaction.
  • Develop, implement and evaluate staff benefits schemes and reward systems to improve staff motivation, job satisfaction, attraction and retention.
  • Coordinate staff performance management in line with the Academy’s annual objectives and targets.
  • Manage the recruitment and selection of staff.
  • Oversee human resource planning and undertake organizational reviews to support an optimal structure.
  • Ensure adherence to the Academy’s approved human resource policies and procedures.
  • Coordinate human resource training and development programmes.
  • Implement the Academy’s strategic objectives relating to human resources and development.
  • Develop, review and coordinate implementation of the performance management system.
  • Initiate the development and implementation of compensation and benefits schemes.
  • Implement human resource management rules and regulations in compliance with labour laws.
  • Ensure compliance with applicable human resource statutory and regulatory requirements.
  • Develop and manage staff welfare schemes, including group personal life accident, medical and insurance schemes.

Required Qualifications

  • A cumulative service period of fifteen (15) years of relevant work experience, three (3) of which must have been at the grade of Assistant Director, Human Resource Management.
  • A Bachelor’s degree in Human Sociology, Public Administration or an equivalent qualification from a recognized institution.
  • A Master’s degree in Human Resource, Sociology, Public Administration, Business Administration or an equivalent qualification from a recognized institution.
  • Certified Human Resource Professional (CHRP-K) or an equivalent qualification.
  • Registration with the Institute of Human Resource Management.
  • A Leadership Course lasting not less than four (4) weeks from a recognized institution.
  • A Human Resource Management Practicing Certificate.
  • Proficiency in computer application skills.

Benefits and Compensation

The Deputy Director Human Resource and Administration position is offered on permanent and pensionable terms. The position carries a basic salary scale of Kshs. 165,700 – Kshs. 315,000 per month, together with a house allowance of Kshs. 35,000, commuter allowance of Kshs. 20,000 and leave allowance of Kshs. 10,000.
