Director Forestry Policy Strategic Intiatives

Requirements for Appointment

• Have served for a minimum period of fifteen (15) years in Forest Management and Conservation, Forestry Research, Ecological Restoration, Agro-Forestry and Commercial Forestry Development or Forestry Policy, three (3) of which must have been in the grade of Deputy Director, Forest Management and Conservation, CSG 6, or in a comparable and relevant position in the wider public service.
• Hold a Bachelor’s Degree in Forestry, Agro-Forestry, Wood Science, Public Policy, Natural Resource Conservation, Biological Sciences, Environmental Conservation, Environmental Science, Environmental Studies or an equivalent qualification from a university recognized in Kenya.
• Hold a Master’s degree in Forestry, Public Policy, Botany, Plant Ecology, Biological Sciences, Environmental Science, Forest Finance, Forest Economics, Forest Survey, Natural Resources Conservation, Forest Policy, Forest Planning and Management, Agro Forestry and Rural Development, Biodiversity Conservation, Environmental Governance, Environmental Policy, Environmental Planning and Management, Environmental Education or an equivalent qualification from a university recognized in Kenya.
• Hold a Certificate in Strategic Leadership Development Programme from a recognized institution.
• Be a member of a relevant professional body, where applicable.
• Demonstrate managerial, administrative and professional competencies in work performance and results.
• Demonstrate a deep understanding of national goals, policies and objectives and the ability to relate them to the proper management of forest management and conservation services.

Duties and Responsibilities

An officer at this level shall report to the Secretary, Forest Development and will provide strategic oversight of forestry policy, programmes and strategic initiatives.

• Overseeing the development, review and implementation of policies, strategies, regulations, plans, programmes and projects on forest conservation, ecological restoration, agroforestry and commercial forestry.
• Providing policy and strategic guidance on national, regional and global forestry matters, including emerging international commitments, declarations and initiatives, to ensure coherence with Kenya’s forestry priorities and development objectives.
• Leading the development and coordination of Kenya’s negotiation positions on forestry-related matters under Multilateral Environmental Agreements (MEAs), regional frameworks and bilateral engagements.
• Coordinating the implementation and domestication of Kenya’s obligations and decisions under forestry-related international and regional agreements.
• Coordinating international and regional forestry cooperation and engagement, including Kenya’s hosting of international and regional forestry events and follow-up on agreed decisions.
• Coordinating resource mobilization and innovative financing for the forestry sector, including forestry-related climate finance such as REDD+, results-based payment programmes and establishment of a Forest Fund.
• Overseeing governance, implementation, monitoring, evaluation and reporting of forestry programmes, projects and strategic initiatives, while maintaining appropriate frameworks and databases for tracking projects and progress.
• Coordinating forestry research, knowledge management, innovation, training and capacity development on forestry policies, international conventions and emerging global forestry issues.
