About the Role
The Programme Manager will coordinate the implementation of the Nature+ Program and ensure that program objectives, deliverables, outcomes, and donor expectations are achieved effectively and on schedule. The role will oversee restoration interventions, carbon project development, environmental and social safeguards, program quality, financial management, monitoring and evaluation, partnerships, and team performance.
Key Responsibilities
Technical and Strategic Leadership
- Coordinate technical support and implementation of the Nature+ Program objectives, deliverables, work plans, budgets, and approved Program Design Document (PDD).
- Lead restoration interventions in partnership with Kenya Forest Service, County Governments, Community Forest Associations, Water Resource User Associations, and other local institutions.
- Oversee assessment and documentation of land tenure, carbon rights, and program eligibility across target landscapes.
- Ensure compliance with carbon standards, land-use regulations, environmental laws, donor requirements, and safeguard standards.
- Lead stakeholder engagement on carbon ownership, benefit-sharing, and participation agreements.
- Maintain program documentation required for carbon registration, verification, and audit processes.
- Ensure restoration approaches align with county and national forest restoration strategies.
- Promote gender and youth inclusion and conflict-sensitive programming.
- Lead, manage, mentor, and build the capacity of program staff while overseeing recruitment, onboarding, performance management, retention, and succession planning.
- Provide leadership across technical, MEAL, finance, and other functions while promoting safeguarding, staff wellbeing, inclusion, and continuous learning.
Quality Assurance, Monitoring and Reporting
- Develop detailed implementation plans supporting delivery of program objectives throughout the program period.
- Ensure accurate Program Design Documents are maintained and used to guide implementation.
- Monitor program expenditure and work plans with the Program Accountant to ensure appropriate use of resources.
- Support financial and operational audit compliance and implement corrective actions for audit findings.
- Coordinate baseline surveys and ensure findings inform program implementation.
- Support effective complaints and feedback mechanisms for beneficiaries.
- Ensure timely submission of monthly, quarterly, semi-annual, and annual reports.
- Work with communications teams to document and share best practices, success stories, innovations, and lessons learned.
Partnership, Coordination and Advocacy
- Establish and maintain strategic partnerships with government institutions, regulatory agencies, research organizations, and development partners.
- Coordinate engagement with community institutions, producer groups, cooperatives, and local governance structures.
- Facilitate participatory planning that promotes community ownership of restoration and carbon development activities.
- Ensure application of Free, Prior and Informed Consent (FPIC) principles and social and environmental safeguards.
- Oversee equitable, transparent, and inclusive benefit-sharing mechanisms.
- Promote participation of women, youth, Indigenous Peoples, and vulnerable groups.
- Coordinate policy advocacy and influence initiatives at county and national levels and maintain engagement on natural resource management matters.
Required Qualifications and Experience
- Minimum 10 years of experience in natural resource management, forestry, climate change, landscape restoration, or environmental conservation.
- Demonstrated experience leading restoration programs involving protected/gazetted forests and community-managed lands.
- Knowledge of the Voluntary Carbon Market (VCM) and carbon project development lifecycles, including carbon accounting and monitoring protocols.
- Experience working with forest governance structures and community natural resource management systems.
- Strong understanding of land tenure systems and community engagement processes.
- Understanding of gender and diversity issues and commitment to addressing inequalities.
- Good financial and budget management skills.
- Strong people management, training, coaching, conceptual, and analytical skills.
- Ability to work under pressure, meet strict deadlines, work independently, think strategically and innovatively, and collaborate effectively.
- Understanding of development and relief issues with commitment to humanitarian principles and action.
Education and Certification
- Minimum Bachelor’s degree in Forestry, Natural Resource Management, Environmental Science, Agro-forestry, Range Land Management, or a related discipline.
- Postgraduate degree in a relevant discipline is desirable.
- GHG accounting/carbon certification or training in standards such as VCS, Gold Standard, or CDM is an added advantage.
- Proficiency in GIS tools such as QGIS, ArcGIS Pro, and Google Earth Engine for satellite data monitoring is desirable.
Preferred Knowledge and Qualifications
- Demonstrated experience implementing and managing nature-based carbon projects.
- Knowledge of national carbon market policies and schemes, including evolving government policies and regulations affecting forest and biodiversity sectors.
- Technical knowledge of the carbon project lifecycle, including carbon accounting, monitoring, validation, and verification.
- Familiarity with voluntary carbon certification frameworks such as Verra Verified Carbon Standard (VCS), Climate, Community and Biodiversity Alliance (CCBA), and Plan Vivo.
