About the Role

The Program Officer – Disaster Management will support the successful implementation of Disaster Management projects in line with donor requirements and the World Vision Kenya National Office Strategy. The position provides technical and program management support across disaster management, disaster risk reduction, monitoring and evaluation, resource acquisition, advocacy, networking, partnerships and organizational learning.

Key Responsibilities

Programme Design, Management and Reporting

  • Ensure project log frames and monitoring and evaluation plans are realistic and appropriate.
  • Support timely review and submission of narrative and periodic reports to relevant stakeholders.
  • Participate in monitoring the progress of Disaster Management projects and ensure project goals and objectives are achieved.
  • Support compliance with grant requirements, donor standards and approved project designs.
  • Monitor the humanitarian landscape and ensure emerging risks are analysed and addressed.
  • Support the timely rollout and implementation of Disaster Management grants.
  • Review implementation and expenditure levels and support management of work plans and budgets with the finance team.
  • Support follow-up on project audit recommendations and establish effective linkages across Disaster Management projects.
  • Support recruitment and orientation of project staff on relevant programming processes, products and donor requirements.
  • Build staff capacity on grant programming guidelines in accordance with donor specifications.

Quality Assurance and Technical Support

  • Support assessments, project design, monitoring and evaluation in alignment with established standards.
  • Review and appraise project designs and implementation plans.
  • Provide timely analysis and recommendations to project leadership and staff.
  • Support baseline surveys, assessments and situational analysis of Disaster Management needs.
  • Ensure monitoring and evaluation plans and indicator tracking tables are maintained and updated.
  • Collate, analyse and interpret relevant data from Disaster Management grant projects.
  • Prepare and share regular narrative and financial progress reports with the National Office, government, support offices, donors and other partners.
  • Monitor implementation of established guidelines and policies throughout key stages of Disaster Management projects.
  • Support the appropriate use of information management systems for management decision-making.
  • Coordinate documentation of project initiatives and share lessons learned to support ongoing learning and development.

Resource Acquisition

  • Support the development of timely and accurate funding proposals in line with donor requirements and World Vision Kenya standards.
  • Respond to queries from government, donors and support offices in coordination with Resource Acquisition and Management and Disaster Management leadership.
  • Develop concepts and proposals to deepen and scale the impact of Disaster Management initiatives.
  • Provide regular updates to World Vision Support Offices and donors regarding funding and commitments.
  • Support implementation of integrated resource acquisition and management systems for Disaster Management and Food Assistance funding streams.
  • Participate in donor budget negotiations.

Advocacy, Networking and Partnerships

  • Represent World Vision Kenya in key Disaster Management stakeholder forums and meetings at the national level.
  • Develop linkages and collaboration with structures including the National Drought Management Authority, United Nations agencies, donors, INGOs and international agencies.
  • Support community-led monitoring of public service delivery and strengthen community participation in policy and advocacy.
  • Establish and maintain effective networks with stakeholders at county and national levels.
  • Coordinate support office and donor field visits in liaison with Resource Acquisition and Management and Disaster Management teams.
  • Facilitate donor engagement with organizations and agencies including the UN, USG, IOM, BHA and ECHO.
  • Ensure timely responses to support office and donor queries and quality representation with donors, NGOs, government and other stakeholders.

Capacity Building and Learning

  • Design appropriate training for staff based on emerging trends in Disaster Management and Food Assistance, including proposal development skills.
  • Facilitate training for the National Disaster Management Team and Integrated Disaster Management Committee, including sessions covering COVACA, Do-No-Harm and Disaster Risk Reduction.
  • Maintain a culture of continuous learning through applied research, analysis and documentation of best practices.
  • Provide multisectoral technical backstopping across programmes.

Required Professional Experience

  • Minimum of 5 years of INGO experience in programming across varying contexts and thematic areas.
  • In-depth understanding of Disaster Management, Anticipatory Actions and humanitarian coordination architecture.
  • Experience in resource mobilization and fundraising is a critical advantage.
  • Strong understanding of grants programming and demonstrated experience with different donor regulations.
  • Prior experience implementing projects directly in fragile or emergency contexts is preferred.
  • Ability to engage strategically with senior government officials, UN agencies and INGO officials at national and county levels.
  • Strong budgetary and financial management, organizational, communication and interpersonal skills.
  • Ability to use computers and software to develop or maintain spreadsheets and databases.
  • Strong organizational skills and ability to work with diverse teams across the organization.
  • Willingness to travel to the field as required.
  • Ability to work effectively in multisectoral and multicultural teams, with patience, cultural sensitivity and contextual understanding.
  • Excellent written and spoken English.

Required Education and Certification

  • Bachelor’s degree in International Relations, Development, Project Planning and Management or another relevant field.
  • A Master’s degree in International Development is an added advantage.

Preferred Knowledge and Qualifications

  • Knowledge and appreciation of World Vision International working systems, policies, standards, vision, mission and core values.
