Presiding Officer (PO)

The Independent Electoral and Boundaries Commission (IEBC) is recruiting Presiding Officers (POs) for temporary by-election duties in Migwani. The Presiding Officer will have overall responsibility for polling station operations, including supervising election officials, managing election materials, overseeing the voting process and ensuring election results are transmitted and delivered as required.

About the Role

The Presiding Officer (PO) is overall in charge of the polling station and supervises polling activities and election officials throughout the exercise. The Deputy Presiding Officer (DPO) deputizes the Presiding Officer in performing these duties.

Key Responsibilities

• Take overall charge of the polling station and supervise all election officials assigned to it.
• Demarcate and lay out the polling station.
• Ensure the safety and proper use of the KIEMS equipment.
• Confirm that the KIEMS equipment and power bank are fully charged and that all components are available before departing for the polling station.
• Supervise polling activities and distribute election materials to clerks at the polling station.
• Officially declare the start of polling.
• Run the network connectivity tool on the KIEMS at 5:30 AM.
• Open and close the polling station voting period on the KIEMS.
• Maintain law and order and ensure the smooth flow of voters in the queue.
• Ensure that election results and logs are electronically transmitted from the polling station to the tallying centres.
• Show agents the tabulated election results before transmission.
• Regularly update and communicate with the Constituency Returning Officer.
• Post a copy of the election results at the polling station.
• Take the election results to the Constituency Returning Officer.
• Take charge of security at the polling station.
• Ensure the safe retrieval and return of election materials to the Returning Officer.

Requirements for Appointment

• Must be a Kenyan citizen of high integrity and be non-partisan.
• Must hold a Degree or Diploma certificate from a recognized institution.
• Must be computer literate.
• Must have effective communication skills.
• Must have good report writing skills.
• Must have the ability to manage people, sensitive data and materials.
• Must have skills in data computation.
• Must be available for the entire period of the exercise.
• Must be a resident of the County Assembly Ward.

Wages

Presiding Officers will be paid Kshs. 2,000 per day, while Deputy Presiding Officers will be paid Kshs. 1,800 per day.
