About the Role

The Regional Supply Chain Management Specialist serves as a technical focal point connecting Field Offices, Global Center stakeholders, Shared Services, Support Offices and donors on supply chain matters. The position focuses on stewardship, accountability, risk reduction, strategic sourcing, procurement efficiency, process improvement and best value for money in support of programme objectives.

The role also supports supply chain assessments and implementation programmes across Field Offices, including capacity building, adoption of the global Source to Pay system ProVision, procurement documentation reviews, KPI delivery, sourcing strategies and supply chain improvement initiatives.

Key Responsibilities

Leadership and Strategic Supply Chain Management

• Support the Regional Supply Chain Management Director in developing regional strategies, business plans and project plans.
• Monitor and communicate regional supply chain performance to senior stakeholders and contribute to global supply chain policies, guidelines and standards.
• Provide technical expertise on market dynamics, supply bases and regulatory frameworks across countries in the region.
• Support supply chain operations in emergency and fragile contexts and contribute to strategic sourcing, contract management, supplier relationship management and continuous process improvement.
• Support the selection and performance review of Procurement Heads and senior supply chain personnel.

Capacity Development

• Support Field Office supply chain capacity assessments and identify capability gaps and development opportunities.
• Develop capacity-building plans and facilitate training, orientation, coaching and professional development for Field Office and Regional Office supply chain teams.
• Train teams on World Vision procurement policies, processes, systems and tools, including the global Source to Pay system.
• Provide technical sessions and coaching to strengthen supply chain performance and support effective staffing and talent development.

Strategic Sourcing and Procurement

• Support regional sourcing strategies and annual sourcing plans to achieve optimal service, product availability, inventory management and value for money.
• Conduct market analysis, supplier performance evaluation and demand assessment to support cost efficiency, quality and supply continuity.
• Develop, manage and negotiate regional and Field Office contracts covering suppliers, consultants and construction works.
• Lead negotiation strategies for major and long-term expenditure contracts while managing supplier performance against contractual requirements.
• Maintain procurement plans and adjust sourcing strategies based on changing programme demand to minimise stockouts and supply risks.
• Ensure compliance with applicable laws, procurement policies and contractual requirements while minimising organisational risk and exposure.

Stewardship, Innovation and Process Improvement

• Review supply chain systems, tools and processes and lead improvements in efficiency, cost reduction and service quality.
• Support regional, global and Field Office process improvement initiatives, pilots and business model designs.
• Coordinate complex multi-country procurements in normal and emergency operating environments.
• Conduct supply chain SWOT analysis, develop action plans and support Field Offices in implementing improvement initiatives.
• Develop and monitor supply chain metrics, benchmarks and recommendations to improve resource utilisation and operational performance.

Quality Assurance, Risk Management and Partnerships

• Support effective contracting practices, quality supplier management, legal compliance and risk mitigation in collaboration with World Vision Legal.
• Assess supply chain risks, support risk mitigation plans and contribute to audit preparation, follow-up and implementation of recommendations.
• Monitor compliance with World Vision supply chain policies and escalate control breaches, fraud, non-compliance or misappropriation involving supply chain activities.
• Build effective internal and external networks and participate in global, regional and Field Office supply chain forums and working groups.
• Engage with NGOs, supplier networks, research institutions and professional bodies to share expertise, resources and supply chain knowledge.

Required Qualifications

• Master’s degree in Supply Chain Management, Procurement, Engineering or Business Administration.
• Degree in Supply Chain Management, Bachelor of Commerce, Business Administration or an equivalent qualification.
• CIPS Level 6 qualification.
• Supply Chain Management certificates and membership with recognised supply chain institutes.
• At least eight years of progressively responsible experience in procurement, contracts management, stakeholder engagement, contracts administration and/or logistics within NGO or corporate environments.
• At least five years of direct experience in procurement and/or contracting.
• At least five years of experience in a technical leadership role and staff management.
• Fluency in English.
• Ability to coordinate virtual and geographically dispersed regional teams.

Preferred Qualifications

• Knowledge of Humanitarian Emergency Affairs.
• Experience developing dashboards using Excel or Power BI.
• Strong understanding of the Principles Manual and supply chain spend management systems such as Coupa.
• Strong analytical, organisational, problem-solving, time-management and cross-cultural skills.
• Demonstrated ability to deliver consistent results with accountability and integrity and work effectively under significant pressure.
• Ability to deliver projects on time and maintain effective relationships with internal and external stakeholders.
• Strong communication and negotiation skills with key stakeholders.
• Familiarity with NGO donor supply chain trends.
